A Study On Multi-subject Participation And Low-carbon Economy In China

Low-carbon economy for any country is a new direction of development. Since the"Stern Report" points out that the global annual investment of 1% GDP will help avoid 5%-20% loss of GDP every year in the future, every country makes an ardent response to the reform of low-carbon economy. With the fast development of economy, low-carbon economy is the top priority of national economic development, it not only influences the ecological and social environment, but also has a significant impact on the ways of economic development.Compared with the developed countries, i.e. European Union, the United States, Japan and other countries,the development of low-carbon economy in China is till in its infancy. The pace of China's low-carbon economy development is relatively slow,which is manifested in the lack of experience of working out the policies and regulations concerning the development of low-carbon economy, promoting Chinese enterprise to change towards low-carbon economy and publicizing the low-carbon lifestyle. Therefore, if our country wants to develop the low-carbon economy in a fully-rounded way,we should learn from the experience of excellent typical countries. At the same time, we should also realize the problems existed in the development of low-carbon economy.From the perspective of stakeholder theory, this study identifies the multiple subjects involved in the development of low-carbon economy based on the analysis of the current situation of China's low-carbon economy. These multiple subjects are the government,enterprise and the public. It also details the current situation of development for multiple subjects in the low-carbon economy, problems as well as causes. On the basis of the low carbon economy development which involved with multiple subjects,we analyze the impact from the angle of the three main subjects of the low carbon economy development respectively caused by the three main subjects, then from the perspective of the development of low-carbon economy we analyze the impact of the three main subjects, we build the framework which influence the mechanism and analyze the frame structure combined with the above analysis. Draw lessons from the two typical low-carbon economy countries which is more advanced - the United States and Japan,the practical experience with participation of the multiple subjects in the development of low carbon economy,and as a revelation combined with the actual situation in China, it illustrates that if the low-carbon economy in China develops faster and better, the government must do as a leader, encourage enterprises and guide the public work together to develop low carbon economy at the same time. Finally,under the government-led prerequisite, we should put forward some suggestions about the development of low carbon economy in China.
