"Low-carbon economy" first appeared in government documents in 2003 the British Government's Energy White Paper "Our energy future: creating a low carbon economy", has since been widely used. Currently, the construction of low-carbon society, the development of low-carbon economy is not just China's strategic focus and change the traditional growth pattern of the 20th century, the application of innovative technology in the new century, through the low-carbon lifestyle and low-carbon economy and achieve sustainable development strategy , is a global consensus.For the logistics industry, the logistics involved in land, sea and air transportation and warehousing industry, a wide range, each link has a lot of carbon emissions. Which transport is energy intensive activities, the CO2 emissions account for a large proportion of the total share. In the UK, transport CO2 emissions of the country's total emissions of about 25%. In 2002, the world's carbon dioxide emissions, transport accounts for 14%. Moreover, the development of logistics is an important measure to achieve a low carbon economy, such as the integration of resources, streamline business processes, information technology, standardization is conducive to the realization of energy saving, low-carbon economy needs the support of modern logistics, modern logistics still need to follow a low carbon economy development model.Regulation of the issue as a logistics network research field of logistics has always been the core issue of research priorities academics, logistics network is an important theoretical research and application value of the subject, can significantly reduce business costs, an overall optimization of resources. This combination of low-carbon economy for energy saving in the background, to consider an important factor in transport mode choice to build a mathematical model of three-level logistics network, the use of genetic algorithm optimization, and use the example shows.The main work of this paper and the conclusions are summarized as follows:(1) Research conducted in-depth summary of the different research priorities at home and abroad about low carbon economy and logistics networks, the meaning of the logistics network, planning principles and methods, summarized the logistics network modeling approach and the solution algorithm - the genetic algorithm. Pointed out that today's low-carbon economic development mode, the dynamic development of the logistics network as well as the inadequacies of the study.(2) Compare the service time of each mode of transport, transport costs, carbon emissions and secure and other characteristics. Summarized the situation of the inappropriate choice of transport modes, and the resultant economic losses, economic waste and environmental pollution. Reasonable choice mode of transport for the principles and methods, propose different modes of transport and the overall prospects for the future development of the situation.(3) Combined with the background of low-carbon economy, propose a carbon emissions based on different modes of transport, service, transportation costs, three-tier network model, service levels and carbon emissions into economic costs by function, the total cost minimum as the optimization objective, according to the needs of customers has been the candidate locations have been identified from the factories and the construction of logistics center location and construction of the number of facilities and logistics between the layers of the network traffic and transportation logistics.(4) The design of genetic algorithm is based on three-dimensional coding to solve the initial population generation method in which the design was a randomized, so probability is, perfect and so the probability of three ways, trying to find the fastest convergence, the best performance of the program. The results of the model and algorithm is correct and feasible.Innovation of this paper lies in the logistics network of strategic and tactical level rooted problems in merger consideration, the establishment of a selective advantage factors including modes of transport for the three-tier network model, in which the mode of transport for the analysis of carbon emissions and so have considerable research value, in addition to the design of three-dimensional coding of genetic algorithms for the problem solving and Matlab software implementation method,at last validation through a case study.
