| Entered a period of fast growth in China,in the context of China's new normal,develop structural changes,efficiency of importance to regional development,regional stability is a necessary precondition for sustainable development.Based on 44 cities studied in Bohai area,from four aspects of economy,society,resources and environment analysis and establishing evaluation index system.On ring Bohai area regional economic social and resources environment of development status for analysis and evaluation,using DEA model and Malmquist index from time and space two a dimension degrees on ring Bohai area 44 a city of economic development efficiency,and social development efficiency,and resources using efficiency and environmental protection efficiency for evaluation,and evaluation its integrated development efficiency,further on ring Bohai area integrated development efficiency regional differences for analysis.On this basis,increasing urbanization of the city puts efficiency of different types of measures and recommendations.The Bohai area development efficiency evaluation results show that:(1)on the efficiency of economic development,2014 ring Bohai area economic development efficiency value for 0.626,not achieved optimal effectiveness,in more low,description economic input elements not achieved optimal using;2005-2014,ring Bohai area economic development efficiency rendering yearly rose of changes,Malmquist efficiency index are value for 1.090;(2)on social development efficiency,,2014 ring Bohai area social development efficiency value for 0.961,in medium level,and pure technology efficiency and scale efficiency are in medium level;2005-2014,ring Bohai area social development efficiency rendering out yearly declined of process,m Efficiency index,mean value of 0.819 Almquist;(3)the efficiency of resource use,2014 ring Bohai area resources using efficiency value for 0.736,in more low,description its resources waste more serious,resources configuration more not reasonable;2005-2014,ring Bohai area resources using efficiency rendering out first rose Hou declined of changes process,Malmquist efficiency index are value for 0.969;(4)on environmental protection efficiency,2014 ring Bohai area environmental protection efficiency value for 0.637,in more low,need increased environmental elements of input;2005-2014,ring Bohai area environmental protection efficiency rendering out first rose Hou declined of changes process,Mal Mquist efficiency of index,mean value was 1.036;(5)comprehensive development as efficiency is concerned,2014 around Bohai Sea area comprehensive development efficiency is 0.667,at a relatively low level,only two cities to achieve optimal efficiency.2005-2014,the Bohai Sea area comprehensive development efficiency of Malmquist productivity index mean to 0.936,is less than 1,only three of the city's comprehensive development efficiency is on the rise.Unreasonable increase efficiency of the Circum-Bohai area development in phases,invalid change of technological progress is the main reason resulting in decreased efficiency of the overall development of the Bohai Sea area.Research on regional differences of the Circum-Bohai area development efficiency,results show that 2005-2014 very few comprehensive efficiency optimization of Bohai city,efficiency of comprehensive development of secondary distribution of cities in Liaoning province,northeast of the city of Shandong province,as well as individually.More developed cities integrated development efficiency is generally not reached a high level,suggesting that as the city,and the improvement of urban socio-economic level,efficiency was not taken seriously,develop more slowly,mainly reflected in the layout of the city is not reasonable,uneven development,problems such as waste of resources,and urban development in a more hostile environment.By comparing the models and data analysis,on ring Bohai area integrated development efficiency effect factors in the,economic development,and social progress,and resources save and environmental elements of reasonable using are on integrated development efficiency of upgrade has promote role so,regional development in focused on integrated efficiency upgrade of while to change economic development way,focused on social progress,construction resources saving social,increased environmental elements input,reasonable planning city development.Finally,combined with the urban development of the Bohai Sea area efficiency evaluation of results,based on different types of cities,industry structure,regional cooperation,urban functions and other aspects of improving the efficiency of regional development measures and recommendations to promote coordinated development of Bohai city comprehensive. |
