Research On Promoting The Upgrading Of Industrial Structure In Guangxi By Reforming Supply-side Structure

The world economic environment has undergone a profound and profound change since the international financial crisis in 2008,and the global economy has entered a "new normal" when it has ended stabilized "old normal".Under the "new normal",China's economy is undergoning the evolution toward a more advanced stage,more optimized division of labor and more reasonable structure.Li Keqiang,the China's Premier,in the" 13th Five-Year Plan" preparation work conference,said " promote the industry towards the high-end by adjusting both the supply side and demand side " Promoting the structural reform of the supply side is the key of drivening Innovation-development,forcing the transformation and upgrading of the economy,and the industry is the most important point of the structural reform of the supply side.In recent years,the structural problems which the industrial development faces in Guangxi are becoming more and more serious.The process of industrialization in Guangxi has been taking extensive growth mode,high investment and low efficiency,insufficient effective supply and it can not meet the needs of the current High-value and High-tech products,and environmental pollution is serious.So Guangxi is faced with the urgent needs of supply-side reform.This paper explores how Guangxi can promote the upgrading of industrial structure in Guangxi through the reform of the supply side in order to promote the steady and rapid development of its industry and achieve the leap-forward development of Guangxi economy.This paper defines the supply side reform as the adjustment and upgrading of the economic structure through the adjustment of the supply factor structure,that's to say,correcting the distortion of the structural elements,improving the efficiency of the supply factors,optimizing the economic structure,increasing the effective supply of the economy and satisfying the escalating The demand.And the level of technolegy is relatively difficult to measure.Therefore,the supply factor of this paper focuses on the three basic elements of labor,capital and land.The supply side reform is to promote the upgrading of industrial structure by adjusting the supply structure of labor,capital and land supply structure.Then,this paper studies points out by sorting out the materials about the upgrading of industrial structure in the past that the upgrading of industrial structure means that the factors of production should be used effectively on the basis of reasonable allocation of various industrial factors,adapting to the demand of industrial products,expanding effective supply,increasing the high-level supply,achieving industrial supply structure from low level to high level.It includes two aspects:high degree of processing,and technology-intensive.High-tech refers to the transforming of the industrial structure from raw materials,low value-added industry to assembly,high value-added industry;technology-intensive refers to the transforming of the industrial structure from the traditional resource-based industries to technology-intensive industries.In this paper,the supply of highly processed products and technology-intensive products as a measure of Guangxi's industrial structure of the main indicators.Then,this paper analyzes the influence of the three basic elements(labor force,capital and land)on the upgrading of industrial structure in theory,and makes use of the data from 2004 to 2014 to prove the change of supply factor.And it found the following characteristics by studying status of the supply side of Guangxi and the industrial structure:(1)the overall cultural quality of Guangxi labor force is low,the supply of high-quality labor is insufficient.It can not meet the demand for high-quality labor force in Guangxi;That Guangxi urban and rural population segmentation,labor mobility is poor,result in the existence of labor supply surplus,and demand not being satisfied(2)Guangxi investment structure is imbalance,the investment source of funds is relatively simple,mainly from self-financing,and mainly invest on traditional manufacturing,high-tech industry investment,and that can not meet the current industrial upgrading of Guangxi;(3)Both land's marketization and using efficiency is low,the land resources disposition is unreasonable.Through analysizing the current situation of Guangxi's industrial structure,it is found that the industrial structure of Guangxi has a tendency of heavy industry and the proportion of heavy industry is getting bigger and bigger.The industrial structure is dominated by traditional,the resource-based and the high-tech industry is lacking.The industrial enterprises is small.This paper will propose to promote the upgrading of the industrial structure in Guangxi by reforming the supply side structure,that is,by adjusting the structure of the labor force,Capital and land to improve the efficiency of the use of factors of production,so as to achieve a reasonable industrial structure and high production efficiency,transform from the traditional resource-based,low value structure to high processing industry and high-tech industries.The research methods and suggestions of this paper have high practical significance for the structural reform of the supply side and the upgrading of the industrial structure in Guangxi and the stable and rapid development of the Guangxi economy.It also has some reference significance for the upgrading of industrial structure and economic development in other regions.
