Research On The Adjustment And Upgrading Of Industrial Structure In Helingeer County Of Inner Mongolia Under The Background Of Supply Side Reform

Reasonable and efficient industrial structure reform and upgrade is the impetus of strengthening county economic development and promoting the level of county productivity to realize the whole leap.Helinger County in Hohhot,Inner Mongolia,relying on many times of industrial structure adjustment becomes a national-level new district from a national poverty county.Its successful "Helinger model" has become a "textbook" model for industrial restructuring in Inner Mongolia.With the rapid development of the economy,the problems such as the uncoordinated industrial structure of the three major industries in Helinger County have become prominent,in order to ensure the rapid and sound development of the county economy in Helinger County,it is imperative to build into a first-class state-level new district and to optimize and upgrade the industrial structure of Helinger County.Combining with the new perspective of China's macro-economic policy--supply side structural reform,this paper studies the present situation of the primary,and tertiary industries in Helinger County by means of interviews and data analysis on the basis of summarizing the related research of domestic and foreign industrial structure,industrial structure upgrading and supply reform.It is found that there are six problems in the three industrial structures of Helinger County,such as the lack of cohesion among the three industries,the structural imbalance among the three industries,the low level of agricultural industry,the low level of industrialized management,the lack of development power of the manufacturing industry and the low development of service industry.According to the development requirements of supply side structural reform to improve quality and efficiency,the industrial structure upgrading countermeasures that meet the actual county development situation in Helinger County are put forward.The first is to improve the effective supply of labor force,optimize the employment structure in the industrial structure,and provide talent support for the development of county economy.The second is to change the mode of agricultural production and improve the overall development quality of the primary industry.The third is to accelerate the adjustment and optimization of secondary industrial structure by vigorously developing the manufacturing industry,optimizing and upgrading the traditional industries and creating new poles of economic growth such as electricity.The fourth is to plan the industrial layout rationally and promote industrial clusters in the form of parks.The fifth is through the construction of Yungu in Helinger County as a basis to enlarge and excellent the modern service industry.Through the coordinated development between the interior and the exterior of the primary,and tertiary industrial structures,to reach the goal of upgrading the industrial structure of Helinger County.
