Analysis On The Influencing Factors Of Industrial Structure Upgrading In Liaoning Province From The Perspective Of Supply Side Factors

Liaoning Province as "Republic of the Ministry of Equipment" has a strong industrial base,over the years,which based on the province’s resource advantages,formed steel,machinery and other heavy industry-based industrial structure,led to the rapid development of the local economy.But in recent years,China’s economy has entered a new normal state,which lead to Liaoning Province’ economic downward pressure continued to increase,the industrial structure to upgrade slowly,in addition to increasingly weakened the traditional factors of production comparative advantage,the staff outflow,lack of innovation,institutional rigidity,lagging behind and other factors is restricting its industry,Therefore,from the perspective of factor supply,this paper focus on attention to seek the new power source to support the upgrading of industrial structure and the system reform to fully release the factor supply vitality.On the basis of combing the theory of industrial structure upgrading and factor supply theory,this paper analyzes the industrial development mode,the upgrading of industrial structure,the upgrading of industrial product structure to research on industrial structure upgrading.From the perspective of factor supply,we construct the supply factors including material capital accumulation,human capital,technical capital,ownership structure reform and opening-up policy to explore the core elements of the new stage to promote the upgrading of industrial structure.The paper construct the panel data model by using the data of 30 provinces in the last 10 years.The conclusion is that the technology capital investment and the opening-up policy are the core forces to promote the industrial structure upgrading.The accumulation of material capital and the human capital Which only played a significant role in the two dimensions of industrial structure upgrading,indicating that material capital accumulation and human capital are the second-most effective factors to promote the upgrading of industrial structure,and the structural reform only played a significant role in promoting the industrial development model,Indicating that ownership structure reform on the role of industrial upgrading is not large.On the basis of the national universal regular pattern,this paper focuses on comparativing the development of Liaoning province’s industrial structure and factor supply on the status with some developed provinces in the domestic.Theresults found that Liaoning Province,the problem contain low technical capital investment,lack of innovative talent.Thus,To strengthen the R & D investment,optimize the R & D funding structure;widen the channels of investment,pay attention to the quality of investment;increase the personnel training mechanism,to retain high-tech talent;the same time,We will continue to deepen the reform of ownership structure,especially on the support of scientific and technological innovation activities of non-public enterprises.
