In July 1937,Marco Polo Bridge incident broke out,the national government to achieve long-term strategic intentions of the war,the coastal areas along the river industry moved to the southwest rear.Southwest region due to the limitations of the natural environment,traffic barrier industry system is very weak,the arrival of these enterprises on the one hand to the development of large rear industry added vitality,so that the rear of the economy showing a prosperous development of the scene,On the other hand,large rear power companies are few,simply can not meet the rapid development of the rear of the industrial demand for electricity.In order to alleviate this contradiction,the National Government has plans to build power plants in large rear industrial centers,Resource committee and the Guangxi provincial government set up a joint venture Liuzhou power plant is established in such a large background.After the establishment of the plant to implement the national control policy,the acquisition of the original plant and equipment,replacement management,to take the modern enterprise management system and welfare policy.Liuzhou Power Plant is the epitome of the rear rear industrial construction,reflecting the achievements and shortcomings of the construction of large rear industrial and mining.Based on this,this paper takes the Liuzhou Power Plant,which is rooted in the rear of the Anti-Japanese War,as the research model,taking the economic development situation of Guangxi and the rear,according to the plant archives and other relevant historical documents,with its from November 1941 to September 1949 between the development process as a clue,in-depth study of its power for Liuzhou and Guangxi industry as a whole,but also pay attention to the study of the power plant for the victory of the Chinese anti-war,as well as the formation of post-war Guangxi industrial system laid the foundation.The article is divided into six parts:The first part is the introduction,this paper briefly summarizes the situation of electric power construction and power policy research in the academic circles of the National Government before and after the founding of the People's Republic of China,and combs the achievements of previous studies to inspire the innovative ideas.At the same time,pointed out the article research methods,research focus,research difficulties and innovative goals.The second part expounds that due to the relocation of coastal factories and the shortage of power resources in the Mainland,the National Government Resources Committee is preparing large-scale construction of power plants in the rear to alleviate the shortage of power.With the large number of enterprises along the coast moved to Guangxi,the end of the pre-war Guangxi semi-independent state.According to the new situation of the War of Resistance Against Japanese Aggression,the new Guangxi system has made rapid progress in the development of Guangxi's industry.As the pre-war power construction in Guangxi is relatively backward,the shortage of electricity after the war broke out.The third part briefly introduces the historical evolution and resource committee of Liuzhou power plant,and the construction of Liuzhou power plant by Guangxi government.The fourth part will Liuzhou power plant in the modern enterprise management mode to promote the spread of the background,in-depth study of its production and management model for the enterprise standardized management role.The fifth part investigates the personnel management system of Liuzhou Power Plant from the perspective of institutional economics,focusing on its welfare policy to improve the efficiency of enterprises,to solve the worries of employees,and to show the positive effect of humanitarian care.The sixth part focuses on the contribution of Liuzhou Power Plant to Guangxi's economic prosperity during the wartime and the influence of the industrial system in Guangxi after the war.
