The comprehensive development of agriculture has played an important role in ensuring food security for our country,and which has huge impact on increasing agricultural production,improving the utilization efficiency of agricultural resources,deepening the domestic economic system construction based on agriculture and attaining the agricultural sustainable development.Since the implementation of agricultural comprehensive development in China in 1988,the central investment increased from 503 million yuan to 29.31 billion yuan in 2015,the main agricultural products in the extra production capacity increased from 1.306 billion kilograms in 1988 to 3.303 billion kilograms by the end of 2015,which implies China's comprehensive agricultural development has made great achievements.The low-yielding field reconstruction project,as an important component of comprehensive agricultural development,has been the focus of the central financial investment.In addition,all-round performance evaluation after investment on the project has significant meanings.This dissertation systematically discusses the investment performance of low-yielding field reconstruction project in Inner Mongolia Autonomous Region from empirical viewpoints on the basis of theories associated with public goods,economic growth and AHP approach.We reviewed the relevant statistical data of the low-yielding field reconstruction project of the agricultural comprehensive development in Inner Mongolia Autonomous Region,and systematically compiled a series of data on the low-yielding field reconstruction project in Inner Mongolia Autonomous Region from 1989 to 2015.It should be noted that 19 projects were sampled randomly and applied for AHP approach to evaluate their performance.Combined to relevant study outcomes on constructing evaluation system and polices,3 criteria layers,followed by 9 program layers with 24 indicators are built up under 1 target layer for the purpose of performance evaluation from three perspectives of efficiency,benefit and effect,which contributes to the depth analysis of performance evaluation for the low-yielding field reconstruction project.The total performance score is 90.01,which implies the performance grade is excellent tihrough calculating the scores of indicators of low-yielding field reconstruction project.Project efficient,benefit and effect accounts for 20.33%,49.35%and 30.32%respectively,and therein project benefit accounts for a large proportion and has the highest comprehensive score,that is,43.53.Compared with the before-after implementation of project,the increased income rate per mu of maize is to 51.82%,increased income rate of peasants goes up to 84%,and therefore the improvement measures of project have obviously effect.Nevertheless,there exists some issues as field survey was carried out,e.g.unmatched situation between actual project construction and project planning,lower utilization efficiency of efficient water-saving irrigation,lacking of effective program maintaining,peasants' lower enthusiasm of planting trees and unskilled application for advanced technology.Therefore,some suggestions are put forward as follows:project planning should be scientific and rational;construction project quality should be emphasized and project utilization efficiency should be improved too;the project management and management mechanism at the end of the project ought to be strengthened;the awareness of planting protection could be enhanced;finally,training should be implemented for peasants to improve their planting technology.
