National festivals in all regions thrive greatly nowadays, their economic and social benefits are obvice, their status and significance in tourism industry are more and more important and are given much attention by the academic community at home and abroad. However, national tourism festivals started late in China, questions such as its uneven current development levels, short life cycle, and low economic efficiency exist generally, also the theoretical research give priority to macroscopy and lack of systemic demonstration research. So, systemic research of minority festivals will help to make up the shortage of its theoretical research, broaden the research areas of tourism developments, complete theoretical systems and has emergent theoretical and social significance.On the basis of relative theories on tourism festivals in domestic and overseas, this paper defines the conception of national tourism festivals and systematically expounds the theory of innovation, life-cycle theory and the theory of sustainable development. Analysis the status quo of tourism nadam assembly in the organizational structure, planning , marketing, human resources management and infrastructure construction. And through filed survey and participate in research in the field, the development of its strengths and weaknesses, as well as the opportunities and challenges are pointed.The paper learns from the evaluation of customer satisfaction theory which is popular in western countries and uses Kano model analysis to carry out the evaluation and analysis of customer satisfaction on the basis of the survey and interviews. Investigation have tourism nadam assembly's main products and services, also hold facilities of Gergentara prairie center, and many other services. According to the Kano model of running diagram, an "importance - satisfaction" strategy matrix to the products and services is established to discover the advantages and disadvantages of the products supplied by tourism nadam assembly. On this basis, the paper proposes four countermeasures for promoting tourism nadam assembly, including the touristmarket development, marketing, product innovation and the sustainable development of tourism, and so on are proposed to promote tourism nadam assembly develop healthily.
