Research On The Issue Of Government Procurement In The Inner Mongolia Autonomous Region

Government procurement is an important part of the financial system.Government procurement fund promotes effect to macroeconomic regulation and to curb corruption of increasing the service efficiency of fiscal.Government procurement is closely related to the performance of administrative functions by various administrative units and institutions.Because it is directly concerned with the direction of expenditure of fiscal funds,government procurement involves a wide range of parties and has a complex interest structure.With the development of government procurement in China,attention which has been paid to it is increasing.China's government procurement is implemented in a hierarchical management mode.Financial departments at all levels are the supervision departments of government procurement.Financial departments at every level have responsibility to supervise the implementation of policies on government procurement at the same level.The financial department of Inner Mongolia autonomous is responsible for the supervision of government procurement at the level of Inner Mongolia autonomous region,and the implementation of national policies,and makes the formulation of policies in line with the implementation of local government procurement.It has been 16 years since the promulgation of the government procurement law of the People's Republic of China.In the 16 years,after several changes,Inner Mongolia autonomous region government procurement is in the continuous progress and development.Since 2017,Inner Mongolia government has carried out significant reform in procurement and its management mode has undergone significant changes,from the past examination and approval system management to the current record system management.The reform has been playing a positive role in government procurement at the level of the Inner Mongolia autonomous region,fulfilling the main responsibilities of the procuring units and solving some problems in government procurement.But government procurement still has plenty of deficiencies.This paper is to study the government procurement system problems of Inner Mongolia autonomous region at the level.This paper first introduces the current research status of government procurement at home and abroad,then,on the basis of the main theories involved in government procurement,introduces various problems existing in government procurement at the level of Inner Mongolia autonomous region through the current situation of government procurement at the level of Inner Mongolia autonomous region,after finds out the reasons,by analyzing and researching advanced management experience in advanced provinces,proposes methods and approaches to solve the problems of government procurement at the level of Inner Mongolia autonomous region from four aspects: system construction,information construction,information disclosure and purchaser.
