Study On Optimization Of Charging Rate Of New Yufu Highway Under Competition

Highway toll rate standard not only decides the investment income level of road toll pricing, but also affects the road user’s choice of travel routes and travel way. And it has an important influence on the regional economic, the cultural development and land development. Especially after the construction of the highway system, some different sections got the same Origin-Destinations.When there is a competitive relationship, optimizing the charge standard and rate of highway, can not only deal with the change of the highway traffic, but it accord with the interests of the road investment managers and users. So it is one of the important early work to ensure good operating highway. This paper on the basis of the analysis of highway pricing research both at home and abroad, it analyses the relationship between the working state highway and toll pricing.And it also analyse the pricing strategy for the competition section of the highway. Taking Chongqing Yufu highway as the research object, propose optimizations of charge rates and standards for the highways which are at the regional social economic growth and the presence of competition route.This paper first reviewed the studies of the existing highway toll pricing research.Then it analyzed the domestic and foreign research status and development of the toll pricing trends. It analyzed the formation cause of the Competition section of highway and the influence areas of highway that cars passing through. Taking tne selecting feature, interchange position as indicators for the highway to transfer the traffic impact area, and eventually get the highway traffic flow prediction method under the condition of competition. Furthermore, it analyzed the influence-factors and guidelines of the highway tall charging standars, and biult highway road toll pricing method which are based on competition hotelling model.According to the geographical conditions of new chongqing Yufu highway and through region’s economic development and traffic development, we made a pay intention users survey of the highway.In that case, we studied the lowest toll rates of the highway management and the maximum differential toll rate under the condition of collaborative competition.Moreover, It studies the new chongqing Yufu the sensitivity of the expressway toll rate and traffic volume change. Then calculated the optimal toll rate of the highway by the presented model in this paper, getting the pricing schemes eventually. It evaluated the economic benefits of pricing schemes and finally concluded the optimal pricing schemes.Thesis research results can provide scientific reference and theoretical support for the expressway management when they had to make the adjustment decisions about the highway traffic toll rate, at the same time, the thesis research methods can be used for other highway charging scheme optimization project.
