Research and innovation is the cornerstone of sustained economic growth and prosperity. With the reform of the household registration system and the integration trend of integration of science and technology, R&D elements are increasingly break the borders and flow in unprecedented scale and speed all over the regions, causing profound impacts on the economic performance of a country. Therefore, it is of great theoretical and practical significance to study the interregional flow of R&D resources and its impact on economic growth under the background of the integration of science and technology.The study of factor mobility at home and abroad are mainly limited to labor,capital and other traditional factors, focusing on the optimal allocation of the flow of traditional elements. However, under the historical period of building an innovation oriented country roundly, it is more realistic and necessary to turn the research perspective to the R&D elements. Compared with traditional elements, R&D elements carry more knowledge and technology, and the spatial knowledge spillover of the interregional flow may be more conducive to the overall improvement of China's innovation level and the sustained growth of the economy.This research is based on the endogenous growth theory and the new economic geography, and it is aimed to investigate whether the regional flow of the elements of R&D can promote China's economic growth through spatial knowledge spillovers. On the basis of theoretical analysis, it takes 30 provincial administrative regions of China as the research objects, using a variety of spatial econometric analysis techniques to carry out empirical examination. It is found that there are significant spatial spillover effects from the regional flow of R&D factors, which can contribute positive effects to the economic growth of China. After considering different forms of spatial weight matrix, the result is still robust.From the policy level, the local government could not only pay attention to the local economy and environment, also need to take into account the development strategy of the surrounding area when making policy. Besides, government could actively build regional cooperation platform, strengthen exchanges and cooperation,in order to effectively use the resources of the surrounding area, which is not only conducive to promoting economic growth in the region, but conducive to enhance the overall level of China's economic. Moreover, breaking the regional barriers,deepening the reform of the household registration system, strengthening the build of science and technology financial system, improving the mechanism of interregional factor flow, encouraging the free flow of R&D elements, expand the spatial radius of knowledge spillovers, and therefore, making full use of the knowledge spillover effect of R&D to promot the sustainable development of China.
