Performance Evaluation Of Fujian New Varieties Of Rice Extension Based On Farmer’s Perspective

Agriculture is the primary industry and the foundation of the national economy.The development of agriculture relies on policy and science.It must rely on progress of science and technology to achieve the transformation from traditional agriculture to modern agriculture.The promotion of modern science and technology and application has become the decisive factor to promote the development of agriculture,but at the same time,there are still many problems,in which outstandingly of the problems are agricultural science and technology progress contribution rate and conversion rate of scientific research achievement are low.It must rely on the promotion of agricultural technology to increase conversion rate of scientific research achievement.And farmers are the receptors of the agricultural technology promotion,and the technology using behavior directly affects the results of the promotion of agricultural technology.Therefore,study the effects of agricultural technology promotion from the farmers’perspective to find the problems in the agricultural technology promotion to provide policy recommendations to promote the close integration of research with production and to improve the conversion rate of agricultural scientific and technological achievements has some theoretical and practical significance.The study first define the concept of the farmer,new varieties of rice,agricultural technology,agricultural technology extension,performance evaluation of agricultural technology extension,then use farmer behavior change theory,agricultural technology promotion and communication theory,and agricultural technology innovation diffusion theory to theoretical analyze the technology adoption behavior of farmers and agricultural technology promotion.Systematic understand the status quo of promotion of new rice varieties and the way of promotion and the problems by participatory investigation and analysis method.According to the analysis of survey data,combined with Fujian new varieties of rice promotion and using status to set performance evaluation index system of Fujian new varieties of rice from four aspects of promotion content,promotion form,promotion workers and promotion effect.And use AHP to comprehensive evaluate and analyze the performance of new varieties of rice extension from farmers’ perspective.Through analysis,it find that the promotion of new varieties of rice by farmers generally on the overall.First of all,the promotion of new rice varieties has made some achievements.First,the majority of households able to accept new technology and the proportion of cultivating new varieties of rice are high.Secondly,training is an important information source of new varieties of rice and technical training courses play an important role in farmers to use new varieties of rice.Thirdly,the seed of new varieties of rice that farmers buy is security and so on.But at the same time,the promotional efforts can not fully meet the needs of farmers,there are many problems.First,the new varieties of rice are many,but more confusion and there is no mainstream varieties that farmer to long-term cultivate.Second,the technical training of new varieties of rice is lack of publicity and farmers’ participation rate is low,causing the farmers lack of understanding of technical training of new varieties of rice and affect promotion performance.Third,the primary agricultural station don’t fully play its role,the training methods don’t meet the needs of farmers.Finally,the farmers’ acceptance of new technologies is affected by culture factors.Finally,according to the conclusions and problems of the study,the study put forward the related proposal that the promotion of new varieties must outstanding key,increase technical training propaganda,the promotion must emphasis on the combination of content and forms,increase input of funds of the township agricultural technology station to improve the conditions of the agricultural technology promotion,improve the quality of farmers,to strengthen technical guidance and training to farmers.
