Chinese is currently entering into a new normal of economic development and a phase where the industrial structure requires adjustment and upgrade,and transformati on in economic development patterns.At the same time,intensive use of industrial lan d will also be the basis and requirements of these new demands.However,the current use situation of industrial land is still not optimistic in which the city occupies a large proportion of industrial and mining warehouse land,but the level of use efficiency is r elatively low.The use situation of industrial land has a direct impact on the developm ent of the city's economic industry.Therefore,the intensive use of industrial land is an inevitable requirement to alleviate the current situation,and the potential for mining i s also an important part of the new normal to ensure sustainable and stable economic development.Wuhu is an important industrial base of Anhui Province and one of the cores of Wanjiang city belt accepting the industrial transfer.Along with the new development opportunities in 13 th Five-Year Plan period,the social economic development of Wuhu will embrace new high-speed development.However,in the past few years,urban industrial land has been continuously expanding,and the same with the expansion rate of city.The intensive use level of industrial land is not high on the whole,which restricts rapid growth of the social economy.The implementation of potential assessment about intensive use of industrial land in the central urban area's construction provides a new way for intensive use of industrial land in Wuhu.The paper takes Wuhu as an example,through the establishment of evaluation index system,using the improved Topsis center within the city industrial land to conduct the assessment.On the basis of this,the diagnosis system is established and it is found the factors to the limitation of intensive use of industrial land.According to the division of different obstacle factors and results,the paper puts forward the effective countermeasures of mining potential based on the reality and theory.Based on the theory and method above,the results of analysis and empirical studies show that the intensive use of industrial land in Wuhu accounts for 21.77% with a total of 15 functional areas;while moderate use accounts for 46.50%,with a total of 35 functional areas;and extensive utilization accounts for 31.73%,with a total of 35 functional areas.After the obstacle diagnosis of the extensive utilization and moderate use of functional area,the paper divides 6 potential areas from single factor and multiple factors.Single factor potential area is mainly about comprehensive volume rate obstacle,while multiple factor potential area is mainly about the combination of fixed assets investment and unit land of total enterprise income.Finally,the paper puts forward the corresponding measures according to the difference of the obstacle factors in potential area.
