Abstract/Summary:
Collective land is land collectively owned by peasants to the land planning related content as the basis,to be collected by the state after the transfer and conversion.Collective land use planning scientifically and reasonably,is of great significance to the rational allocation of land resources and efficient management,the implementation of Scientific Outlook on Development,an important content of sustainable development,but also the protection of national food security,the basic guarantee for economic and social development.Over the years,China’s collective land overall planning has become more mature,more reasonable land structure at the same time,vigorously promote the process of urbanization.Xiaoshan District collective land planning and utilization of the"side of the operation,while the side of the exploration" process has been gradually improved.However,in the actual situation of each subdivision,and the stage of collective land conversion,such as the "agricultural conversion",land expropriation and land transfer stage,middle stage and late stage conversion,land management still exist many problems.In view of this,this paper studies the land related macro policy and land market background,discusses the domestic and foreign land use and research status,expounds the related concepts and theories,analyzes the collective land transfer to Xiaoshan district and before and during each stage of the status quo and existing problems.On this basis,draw lessons from domestic typical and successful city land circulation pattern,finally puts forward some countermeasures and suggestions of collective land transfer to Xiaoshan district and each stage,in order to achieve the maximum profit of land and social and economic benefits.
