| As a major component of construction land in china, rural collective construction land has been a carrier of various economic activities in urban and rural areas, but the stringent legal restrictions of the collective construction land hampered the further deepen of the China’s rural land system reform and the efficient allocation of land resources to some extent. However, with the development of market economy, conversion of rural collective construction land has been a widespread phenomenon, whose participants and forms are becoming increasingly diverse. It has become a reality which must be acknowledged. If not pay close attention to it, it will impact our current land use system and affect the development of economic and social in a sustainable, coordinated and healthy way. Therefore, studying the conversion of rural collective construction land has important practical significance at present.In view of the gap between theory demand and practice progress, this paper studied the rural collective construction land circulation problems in Weifang City, the paper includes five chapters, and the main contents are as follows:The first chapter described the background and significance of this study, summarized research status, put forward the main research contents and technical route. Analysis of the second chapter was the focus of the theoretical basis of the thesis. It explained four major theoretical foundations of the circulation of rural collective construction land and defined the object of study on the basis of the concept and the circulation of rural collective construction research. The necessity and feasibility of the rural collective construction land use rights transfer and Chengdu experience are analyzed and discussed. As one main body, the third part is based on the brief history of rural collective construction land reform, and it takes Weifang for example to put forward an investigation and analysis of the current situation about its collective construction land, and it sums up the basic situation and the new features of its conversion of rural collective construction land, and it discusses the specific practices and achieved major results. As another main body, the fourth part mainly discusses the problems in the process of conversion of rural collective construction land in Weifang and analyzes the reasons. The study found that, due to some reasons, such as lack of clear land ownership, inadequate conversion mechanisms, lack of a sound system of land propertymarket rules, bias the functions of the government, etc. The study area of conversion of rural collective construction land has some issues, such as lack of a legal basis, overabundance the conversion limited, income distribution confusion, etc. As the core of this paper, the fifth part is based on the principles of conversion of rural collective construction land, explores some optimization approaches of conversion of rural collective construction land, they are in the following: put forward some laws and regulations to improve conversion of rural collective construction land, make good planning and programming for conversion of rural collective construction land, make good land assessments, establish and improve the management system of conversion of rural collective construction land. In particular, the paper mainly discusses the management system of conversion of rural collective construction land, including land registration system, contract management system, land trading system, land conversion dispute mediation system, land conversion dynamic monitoring system, land evaluation system, strives for providing references for the relevant departments which make policies of conversion of rural land. |
