Study On The Rural Land Circulation Under The Background Of Urbanization

The circulation of rural land has a very important role in promoting the appropriate scale management of China's agricultural development and improving the efficiency of agricultural production.With the accelerated pace of China's new urbanization,rural land circulation can promote the agricultural modernization,accelerating the pace of building new socialist countryside.At present,the transfer of rural land contract management rights has achieved some results and accumulated some experiences.At the same time,there are some problems,such as the obstacles in the traditional small peasant,imperfect land transfer system and the social security system and so on.These problems to be solved have become the obstacles or even bondage of current normal and orderly rural land transfer.In this paper,the interaction mechanism of new urbanization and land transfer are analyzed with Marx's property rights market allocation theory and gather-diffusion theory,Hongze County,Jiangsu Province as the object of study discussed.Hongze County has more water and less land,which located in the northern Jiangsu area and closed to the Hongze Lake.Since the implementation of the household contract responsibility system,experienced the self-sufficiency of traditional peasants of development stage,the traditional small-scale peasant economy mode had taken a dominant position for a long time.The continuous development of market economy and agricultural modernization have a certain impact on the land use mode and contracting system in Hongze County.At present and in the future,some problems in the process of rural land contract management rights transfer in the country can not be ignored,which need more attentions and scientific solutions.The specific problems include:the imperfect rural land circulation mechanism scheme,farmers' closed mind,less people with more land and extensive operation mode affect the improvement of the overall level of agricultural modernization,so that the agriculture moderate scale management remains to be further expanded;With the increasingly diversified and complicated constraints of the development of modern agriculture in the county,agricultural industry structure need to be further adjusted and optimized;because of the existence of farmers income single phenomenon in some degree,the improvement room and the growth rate for income increasing relying on agriculture is very limited in a relatively short period.Therefore,Hongze County farmland circulation must break the development bondage of the traditional pattern,promote industrialization,urbanization and agricultural modernization in the same time,transfer the rural labor through the farmers' professionalization,agricultural modernization,develop township enterprises and urbanization in-depth development,clear away obstacles and create the conditions for the rural land transfer.From the perspective of the overall development of urban and rural integration construction,the government should foster a people-oriented new towns of rapid development,steadily push forward the rural land transfer in an orderly manner,effectively solve the problems caused by "three rural issues"and develop the Chinese characteristic urbanized road.
