China is now going through the largest process of urbanization and industrialization in the whole world. However, with the restriction of the institutional factors and resources, the urban and rural development is not balanced. With the acceleration of urbanization and industrialization, and the more and more attention paid on the quality of urbanization in our country, it seems more important to coordinate the relationship between rural and urban areas. It is the inevitable requirement of economic development in China to balance the urban and rural development, establish a new relationship between urban and rural areas, and to break the dualistic contradiction between the city and countryside. The symbiosis theory provides a new perspective for the study on the relationships between complex systems. This paper reviews the related literature of the relationship between urban and rural areas and the symbiotic theory, and then analyzes the symbiosis mechanism between urban and rural areas and puts forward that the mutualism model is the most ideal mode for urban and rural development. This model improves the development of the whole economic system. After the analysis of the rural and urban symbiosis, this paper uses analytic hierarchy process to establish an evaluation system to evaluate the symbiosis degree in Hubei Province. The result shows that there are great differences among the symbiosis degree in Hubei Province. Wuhan has the lowest level of symbiotic degree, and Tianmen, Huanggang and Xiantao have the highest level of symbiotic degree. In general, the level of symbiotic is relatively higher in the east than that in the west. And based on the discussion on the causes of the differences, this paper provides some advices for improving the symbiosis degree.
