The main points of each paper are as follows:First, find the reasons that cause the problem of land expropriation system in Harbinand law,explore the existing the possibility to solve the problem of land expropriation system,reasonable Suggestions are given for land system reform.Second, about the present situation of farmers' land rights and interests protection and the land-lost farmers life safeguard investigation, summarizes the land problem is increasingly serious, the land contradiction is difficult to resolve practical reasons.Third, based on the perspective of responsible government, research departments of responsibility in the process of land expropriation, and its role in solving the problem of land expropriation, should be taken to solve the problem of land expropriation in Harbin government put forward countermeasures.This paper uses survey method, interdisciplinary analysis and other research methods,obtain detailed and reliable basic data and case studies found that land acquisition problems have some representation, the proposed solutions have considerable theoretical depth and feasibility.
