S is a small and medium-sized production enterprise. Currently the company is experiencing a rapid growth, this can be attributed to the numerous achievements it has had throughout the years. The company's overall success was inclusive of all its departments, management level was lagging behind. For this reason, performance management was initiated in 2010. At first the initiative was widely accepted,however as problems associated with it became evident, it was overwhelmingly questioned by the employees, and eventually it fell apart.The article is based on that investigation of the total circumstances and operation characteristic,analyzing the problems and reasons for performance management. Then performance improvement project and safeguards was constituted. The proposal is far from ideal, according to the facts of a small and medium-sized enterprise(SME). The proposal outlines a way to simplify the complex performance management, come up with an easier version applicable to SME, and realize the double improvements for organizational performance and personal performance, which will provide reference for improving manage level of enterprise. By developing and applying crucial performance target,"dashboard" of the enterprise operation was constituted and the way forward determined. Management was classified in such a way that different objects were evaluated differently, as a result, valuation and incentive effects were achieved.Through distinguishing classified management to different objects, evaluated and effect was realized better.A performance communication mechanism based on small group meeting was constituted, there was improvement in personal, departmental performance , and the abilities to respond to emergencies. The company should constitute a self-perfection mechanism of performance management, which is cored on evaluation analysis of performance achievement so that the enterprise can resolve problems frequently, the reforms will enable the company to hold a good posture in an ascending spiral.Because the first performance management was not approved by the employees, subsequently performance improvement becomes more difficult. In order to put into effect the improved project,it must be done as follows: To define responsibilities and interests scientifically; select the opportune moment start opportunity; to make the employees understand the ideal; keep the correct direction of public opinion; pilot work for crucial measurement and point branch should be carried out; the company should take advantage of model example of the principals at each level, strengthen sustain and promote action of system construction. So the performance improvement will move forward smoothly and orderly.
