Performance Appraisal is one of the most important parts of human resource management. As one of the public department, the government is the same case. A complete system of effective government performance evaluations plays a positive role for improving human resource management, promoting the level of government's productivity and enhancing the service ideal of the government.The author works in the A tax administration and has a deep thought about the status of the A tax administration, which is chosen as the analysis object in this article. The purpose of the article is to solve the problem that the A tax administration has even not a complete system of performance evaluation. There are a series of the performance evaluation concepts in the beginning, a detailed analysis of the characteristics and function of the performance assessment, and more detailed exposition for the relevant theories of the government performance evaluation as well, including economics, administrative science, sociology, management and other aspects. On this basis, the performance evaluation current status of the A tax administration is described and analyzed. Problems in the performance appraisal system of the A tax administration are found out. In the end, combined with the related theories, the conclusion comes out which is helpful for improving the performance evaluation system of the A tax administration.
