Research On The Pension Insurance Fund Gap Of Urban Enterprise Workers In Henan Province Based On The Prediction Of Sub-group Insured Population

The advent of aging society makes the pension problem of concern.Endowment insurance as a basic living needs of the elderly to ensure that a system of arrangements,the ability to achieve stable and sustainable development depends on its material basis-the operation of pension funds.Changes in population structure led the pension system within the maintenance rate to increase,in the existing established system policy,the pension fund is facing enormous payment pressure.Coupled with the process of institutional transition in the process of "historical debt" and "empty account",pension insurance fund gap risk exists and shows an expansion trend.The emergence of the gap will directly threaten the timely payment of future pensions,resulting in public safety of system questioned,not conducive to social security and stability.And thus face and study the pension fund gap problem,is conducive to a clear pension fund financial situation,grasp the fund gap situation.It is also helpful to delay and even avoid the occurrence of gap,so as to realize the stable and sustainable development of the endowment insurance system.This paper takes Henan Province as the research scope,and takes the basic endowment insurance of urban enterprises as the research object,and makes an empirical study on the fund gap of the endowment insurance account.First of all,the concept of the basic endowment insurance fund gap to sort out the details of the study applied to the population theory and fund balance theory,on the basis of population,system and fund operation in three aspects of Henan Province,"city insurance" fund operation Present situation description analysis.Secondly,according to the relevant documents of the government,the "division" of the "city" and "new person" is divided into the "city" and "insured" insured personnel.Based on the theory of life table,calculate the group size of population.Then,through the establishment of the actuarial model of the income and expenditure account of the endowment insurance,the scale of the social pool account of the "social security fund" of 2016-2055 in Henan Province was calculated without considering the financial subsidy and operating income.The results show that Henan Province,"City Security" co-ordinate account funds in the relevant parameters set in 2033 will be the current gap,then the fund balance of each year slightly floating,but the current gap as a whole showed a gradual expansion to the end of the period 2055 gap will reach 608.49 billion yuan;2016-2032 overall account overall fund in the accumulation of the state,after the cumulative fund in addition to some years have increased,the general downward trend,significantly reduced after 2050 The Based on this,on the basis of discussing the parameters of the fund's income and expenditure,the author puts forward some suggestions on how to avoid the fund gap: the implementation of flexible retirement policy,the scope of the scope of insurance and payment,Operation,the use of state-owned assets to enrich the pension,the establishment of a national pension.
