Application Of AHP In Risk Assessment Of The Inspection And Supervision Of Export Toys

After30years of Chinese reform and opening up, with the rapid economic growth,Chinese toy manufacturing industry has also been considerable development; China hasbecome the world’s largest toy manufacturing base. In order to do the export toy inspectionand supervision work, the entry-exit inspection and quarantine institutions have established anexport toy inspection mode, which is based on production process control and classificationmanagement of enterprises. How to realize the dynamic adjustment of enterprise category is aproblem in front of the inspection and quarantine institutions, at the same time, it has alsobecome the research value of the subject.Because China has become the biggest exporter in the world toy manufacturing market,In this background, the paper reviews and analysis the current Chinese toy export inspectionmode, due to the analysis, we put forward the research question, which is the risk assessmentof the Inspection and Supervision of export toys; then introduced the risk assessment theoryand evaluation method, what is the major research method, expounds the principle of analytichierarchy process, application procedures, which is laying the theoretical foundation for therisk model of inspection and supervision research on the export toys; at last, combining thepractical daily work of inspection and quarantine institutions, using the AHP theory toestablish the comprehensive system risk assessment of inspection and supervision of exporttoys, and applies the assessment system to the inspection and quarantine work, played a goodeffect.This paper describes current export toy inspection mode of inspection and quarantineinstitutions, and uses analytic hierarchy process which is based on the combination ofqualitative and quantitative to evaluate the risk of the inspection and supervision of exporttoys, and we know that evaluation is hierarchical, quantitative or scientific. According to thedaily actual inspection work, the paper sums up12potential risk factors, which contain threeaspects: one is the production process control of enterprises; the other is the quality and safetyof products detection, the last is the inspection and supervision of conformity assessment, andthe quantitative risk assessment index of the evaluation is applied to the classification of export manufacturing enterprise, which indicates the importance of potential risk factors ininspection and supervision of export toys. At last the paper applies the risk evaluation systemon Shenzhen toy production enterprises to verify its availability and practicability. This paperhas carried on the beneficial exploration in the aspect of improvement in inspection andquarantine supervision mode of toy exports.
