Research On The Development Issues Of Family Farm In Qinhuangdao

Family farm is a new type of agricultural management in China.The development of the family farm is vital for reasonably allocating the agricultural resources,for improving the efficiency of agricultural production as well as for promoting the farmers' income.China Governor Central File No.1 has emphasized the development of the family farm for 4 years and has bought huge opportunity to the development of the family farm.And the development of the family farm will make more positive contribution to the development of Chinese economy.Compared with foreigner's family farms which have developed very well,the development of the family farm in our country is still in its infancy though we have actively encouraged the development of the family farm in recent years.There are still many problems in the development of the family farm.The family farm of Qinhuangdao developed rapidly in Hebei province.Here has convenient traffic,abundant agricultural resources,a more comprehensive foundation of family farm development and has accumulated certain experience in family farm development.But unfortunately,there still exist some tough problems which prevent the development of family farm in Qinhuangdao.Based on the difficulties faced in the development of family farm in Qinhuangdao,on the theory of scale effect,employment effect theory,agricultural industrialization theory and the land property rights theory,this essay used questionnaire and phone calls,applied SPSS 19.0 and EXCEL2003,put forward 7 main questions faced in Qinhuangdao:the scale of family farm is still at a low level,the management service system is not sound,the land circulation is not standard,the policy guarantee is still in absence,the social service system is not sound,the labor quality is not high,the finance difficulties of the family farm development are still tough.Drawing lessons from the successful experience of domestic and foreign typical family farm development and the actual conditions of Qinhuangdao,this paper puts forward 8 measures to improve the development of the family farm,including making clear work instruction requirements,exploring management service system to establish family farm,guiding the land collecting to the family farm,carrying out the relevant supporting policies of the family farm,strengthening the socialized service for the family farm,making the family farm support policies available,guiding the family farm to strengthen the joint and cooperation and strengthening organization and leadership.This paper comes out two basic conclusions:the ambiguous definition on the family farm is the fundamental obstacle and a reasonable scale will contribute to more benefit for a family farm.
