In recent years,China began to accelerate the pace of power grid construction and reconstruction,especially the energy-saving reconstruction of distribution network,in order to meet the requirements for the sustainable development of economy,society and environment.Usually,the energy-saving reconstruction projects of distribution network have the characteristics that investment scale is large,construction period is long and technical requirements are high.What is more,it is affected largely by the external economic environment and natural conditions.So that the distribution network energy-saving reconstruction projects often have huge risk.Besides,at present,the project risk management mechanism in China is not perfect,and it is difficult to identify and evaluate the risk of distribution network reconstruction projects.Therefore,the research on the risk management of the energy saving reconstruction project is of great practical significance.To this end,this thesis took the distribution network energy-saving reconstruction of Langfang Power Supply Company as the research object,to research the application and development of project risk management in China’s distribution network energy saving transformation projects.The thesis deconstructed and analyzed the project risk management theory system from the identification,assessment,response and monitoring of risk,based on the reviewing and summarizing of the latest developments and achievements of project risk management studied at home and abroad.On this basis,the thesis studied the risk management of the actual distribution network energy-saving project,taking the distribution network energy-saving renovation project of Langfang Power Supply Company as an example.Firstly,the thesis identified and analyzed the project risk factors from four aspects of the external environment,owner,contract and supervision of project;and then identified and analyzed the risk of the project based on the four stages of project decision,preparation,construction and operation.Secondly,the thesis used the structural equation model(SEM)theoretical approach to build the assessment model of the impacts of project risk factors and the risk of project.Thirdly,the thesis evaluated the influence situation of the project risk factors and the risk distribution at different stages of project thro‘ugh the data research of project,and then analyzed the project risk decision on basis of assessment result for the distribution network energy saving renovation project of Langfang Power Supply Company.Lastly,this thesis provided some strategies and measures of the risk response and formulated the processes and measures of risk monitoring for the distribution network energy-saving reconstruction project of Langfang Power Supply Company.Based on the above research,the thesis adopted the SEM to construct the assessment model of project risk factors impacts and the risk at different stages of project respectively,and made scientific evaluation of the risk factors influence situation and the risk distribution of project for the distribution network energy saving renovation project of Langfang Power Supply Company.The thesis found that: Firstly,the project owner(namely Langfang Power Supply Company)could transfer the project risk to the undertaking unit(namely energy conservation service company)by adopting the contract energy management mode of energy-saving benefit sharing to organize and implement the network energy-saving reconstruction project;and then effectively avoided and controlled the project risk relying on the energy saving service companies’ advantages of funds,technology and management in the implementation of distribution network energy-saving reconstruction project.Secondly,under the contract energy management mode of energy-saving benefit sharing,the risk factors of project contract and supervision have a greater impact on the distribution network energy saving renovation project of Langfang Power Supply Company.Therefore,it is necessary to pay more attention to monitoring the related risk factors,in order to reduce the project risk.Thirdly,in the whole process of the distribution network energy saving renovation project of Langfang Power Supply Company,the change of project risk increased first and then decreased,and the project risk in construction phase achieve the highest.Therefore,it is necessary to focus on monitoring the risk of the project construction stage in the project risk management.
