Through more than 10 years of operation,the 12366 tax service hotline service connotation and technical measures to enrich the improvement,the service quality and service platform promotion constantly,the system construction and performance management improved constantly,the system construction and performance management measures continue to be improved,the taxpayer satisfaction and social recognition continue to be improved too.But there are still some problems in personnel stability,service standardization and management efficiency,which affected hotline service quality.In this paper,we get 12366 hotline service platform of Dongguan Municipal Office,SAT as an example,through a comparative study of methods,in-depth analysis of the specific circurmstances and causes of the above issues,proposed to improve the effectiveness of hotline recommendations.Four parts was included in this paper.The introduction,is the first part.Here,I introduced and discussed these conclusion:the background,the purpose and significance of this research,the research ideas,the research methods and innovation points.And focus on the existing research literature related to the topic of a systematic study.This paper also makes a comprehensive comment on the administrative cost,the domestic and foreign literature of government functions and many experts and scholars.At the same time,this paper introduces the definition of the relevant concepts and theoretical basis,expounds the government cost,government functions and other theories.The second part describes the construction of the hotline of 12366 hotline service platform of Dongguan Municipal Office,SAT.According to the development requirements of the State Administration of Taxation,the construction direction and the situation faced are analyzed deeply.Combined with the actual running situation of the hotline of 12366 hotline service platform of Dongguan Municipal Office,SAT,we detailed analysis of the hotline in the presence of satisfaction is not high,traffic quality to be improved and other five issues.In the third part,based on the knowledge of administrative cost,government function and so on,we will deeply analyze the reasons for the current problems correspondingly,from the hotline scale,personnel mobility,knowledge base construction,post treatment and other four aspects.In the last part,we will learn form other Guangdong province city's experience,such as Guangzhou and Zhuhai city.Combined with the fact of Dongguan,we will put forward a series of improvement suggestions to the 12366 hotline service platform of Dongguan Municipal Office,SAT.
