Research On H-PPP Project Evaluation And Financial Risk Management Based On Analytic Hierarchy Process

Since 2013,some local governments in China have introduced the PPP model to ease debt pressure and improve local government debt management.In recent years,various types of PPP projects have been in full swing in various local governments,especially urban infrastructure construction projects.However,due to the short duration of PPP projects in China and the lack of rich experience and systematic theory,a large number of PPP projects in China have ended in failure.This has caused economic losses for local governments,enterprises,and local residents and other related stakeholders.Although relatively few successful PPP projects have achieved better results,especially for highway construction and sewage treatment,China now invests a large amount of funds in urban infrastructure construction projects every year.Urban infrastructure construction projects have with greater financial risks,the combination of urban infrastructure construction and PPP model,how to control its financial risks is an urgent issue to be solved.In order to strengthen the risk control of the PPP model project,it provides some theoretical references and experience references for the smooth development of China's PPP project.Based on the research situation of PPP mode at home and abroad,this paper expounds the concept of financial risk management and project management and financial risk theory of PPP project by using literature analysis method,and establishes a theoretical foundation for later.Secondly,after analyzing the development and operation process of PPP projects,we identify the main financial risks and other related risks of PPP projects,so as to establish a preliminary financial risk index for PPP projects,and lay a foundation for analyzing the financial risks of H projects.Then,taking H project as a case,we analyze its economic success and financial risk assessment by using financial method and AHP,and analyze its successful experience.Finally,based on the above research,based on the main financial risks of H project,this paper puts forward relevant suggestions to control and control the financial risks of PPP projects,so as to provide important reference for PPP projects in China.
