Research On The Problems And Countermeasures Of Housing Provident Fund System In Beijing

The housing provident fund system is a financial innovation system in the process of urban housing reform.Beijing is one of the earliest cities in China to implement the housing provident fund system.Housing provident fund system since the implementation of the people in the settlement of housing problems has played a huge role,but still some problems need to be resolved.This paper first introduces the background,connotation and characteristics of housing provident fund system in Beijing,and then summarizes the development course of Beijing housing provident fund system for more than 20 years,and evaluates its operation status.On this basis,it points out that Beijing Housing provident fund system in the management system is not clear legal status,the decision-making mechanism function is blurred,the regulatory power of the problem;in the operating mechanism of the existence of policy constraints can not be co-ordinated,the use of fairness,value-added income distribution is unreasonable,As well as the payment of staff services is not in place.Thirdly,through the discussion of foreign public housing fund management mode,two typical countries-Singapore and Mexico 's housing provident fund development model were analyzed and put forward.Finally,it puts forward some suggestions on perfecting the housing provident fund system in Beijing,and puts forward some problems in improving the management system by clarifying the legal status of the management center,optimizing the decision-making institutions and perfecting the supervision system.By strengthening the risk management of the housing accumulation fund and rationally adjusting the housing provident fund use policy,Distribution and then operation and change the service model,improve the service supervision to achieve the operational mechanism of the optimization.
