Research On Deepening The Management Of Housing Provident Fund In Wenzhou

Since China's housing provident fund system was first proposed in 1991, it has developed into a more standardized system after twenty years of implementation. Wenzhou municipal government, in light of the realities of the city where social economy has been growing rapidly, and urban residents are having an overturned change of housing and consumption concept and demands, actively explored innovative management model of housing provident fund and took bold attempt on new policies, strived to make the best use of this livelihood project, in order to stable the real estate market and improve employees' housing and consuming standards in Wenzhou. However, with the implementation of system establishing and coverage expanding of the housing provident fund, problems start to arise such as insufficient system coverage, low utilization efficiency of capital, weak ability of value maintenance and appreciation as well as fund security risks.According to the "raise-analyze-solve" research pattern, with the use of the new public management theory and the research methods of literary induction, comparative analysis and case study, this paper proposed the problems existing in Wenzhou's housing provident fund system such as defective system building and coverage expanding, low utilization efficiency of capital and poor risk prevention in fund security after referring the effective measures of housing provident fund management in other cities and comparing to its own situation. Based on the in-depth analysis of the fundamental reasons of these problems, it accordingly provides some specific countermeasures and suggestions including implementing administrative law enforcement, promoting system building and scope expanding; improving administrative system, practicing "one stop" procedure handling, expanding channels of value maintenance and appreciation, promoting the establishment of "Internet+" provident fund, improving the work and service efficiency; implementing service standardization, and strengthening supervision mechanism, so as to deepen the management of housing provident fund, ensure its standardization and rationalization and better protect the legitimate interests and rights of the employees.
