Wuhan city circle as the socioeconomic and cultural development center of Hubei Province,with the increase of population,the rapid economic development and rapid urbanization,construction land area increased dramatically.The increasing demand for construction land urgently requires a large number of agricultural land to be converted into construction land,but the reduction of arable land poses a great threat to food security,which leads to the selective problem between cultivated land protection and economic development.However,the increase of land scarcity did not lead to an increase in land use efficiency.In the process of incremental construction land allocation,there are some problems such as the unreasonable basis of index allocation,the unreasonable way of index allocation and the unreasonable use of index allocation,which are the main obstacles to improve land use efficiency.Many scholars according to different theories,different principles,different models to optimize the allocation of incremental construction land,which with different benefits as an optimization target to configure the incremental construction land is a more common practice.Based on that agricultural land is the main source of incremental construction land,we should not only consider the benefits of farmland conversion,but also consider the cost..In the past,more attention has been paid to the various benefits of the increase of the unit construction land,but the research on its cost is relatively few.As a result,it is necessary to carry out the relevant research on the incremental construction land allocation based on the cost-benefit analysis of farmland conversion.The Wuhan urban circle was as a research area in this paper.The farmland conversion was divided into economic costs,basic living security costs,employment costs,food security costs,ecological value of the cost of loss,environmental pollution damage costs and resource consumption costs.And the farmland conversion cost was estimated which based on the model of the building.Based on the measured farmland conversion cost and income,under the prerequisite of the total amount of incremental construction land control,the optimal allocation plan for incremental construction landwas calculated which was controlled by constraint condition and made the farmland conversion cost was the smallest,the farmland conversion income was the biggest and the farmland conversion net income was the biggest as the goal.The optimal configuration scheme was judged according to the distance from the decoupling coefficient to the strong decoupling state.We can get the conclusion as follows which was based on the study of the paper:(1)The cost of unit farmland conversion was increasing in Wuhan city circle from2003 to 2014.We can see that social costs and ecological costs accounted for a larger proportion from the cost composition of farmland conversion,which accounting for more than 80%.The farmland conversion cost of Xiaogan and Huangshi was in the first place in Wuhan city circle,and Wuhan was at the middle.(2)The income of unit farmland conversion showed a growing trend in Wuhan city circle from 2003 to 2014,among which Xiaogan,Huanggang and Xianning were at the first place.(3)When the farmland conversion cost minimum was used as the goal to optimize incremental construction land allocation,we can save 120 million yuan,741 million yuan,338 million yuan,720 million yuan,respectively,in2003-2006?2006-2009?2009-2012?2012-2014.When the farmland conversion income maximum was used as the goal to optimize incremental construction land allocation,we can earn 5 billion 7 million yuan,7billion 21 million yuan,20 billion 389 million yuan,24 billion 513 million yuan.,respectively,in2003-2006?2006-2009?2009-2012?2012-2014.We got the same result when the farmland conversion income maximum and the farmland conversion net income maximum were used as the goal to optimize incremental construction land allocation.(4)The average distance to strong hook off state of the construction land allocation scheme under the three target scenarios of Wuhan city circle in 2020was0.0828,0.1041,0.1082,respectively.This option is optimized for incremental construction sites with the goal of minimizing the farmland conversion cost.
