The competence of R&D Personnel directly determines the growth and development of small and medium-sized software enterprises.Applying competence model to Human Resource management to improve enterprises' core competence has become a common sense for enterprises in China and overseas.This paper takes a typical small and medium-sized software enterprise – Beijing P software company as an example,and constructs its practical R&D personnel model.This paper analyzes the characteristics of small and medium-sized software enterprises in China,the common problems of human resource management,as well as R&D personnel specialty and position settings in P software company,and obtains R&D Personnel's different behavior characteristics.Based on the typical “five-steps” of competence model,the author sets performance criteria,divides personnel into high performance group and average performance group.Interview and questionnaire survey are used in order to collect the element of competence information.Data are processed by professional judgement and sample T-test method,and 17 key indicators of competence are selected.In order to establish the standards of competence,this paper also grade the indicators of competence.The 360-degree Performance Appraisal evaluation is used to evaluate after we random sampling,then the level of performance is analyzed by correlation analysis and regression analysis.This research result can be applied to personnel recruitment and performance appraisal to improve the level of enterprise human resource management.Also,it also provides a reference for other similar enterprises' competence model construction.
