Ecological Efficiency Measures And Strategies To Improve It In Ecological Civilization First Demonstration Area Of Fujian Province

The rapid development of social economy bring a series of chal lenges to the resources and environment.Eco-efficiency is an effecti ve carrier of the concept of sustainable development,it is also one of the important indicators of economic and environmental coordinat ed development.Regional economic development level,resource con sumption and environmental pollution are different in the long-term process of development in Fujian Province.These differences due to market,the government and social organizations.First demonstration area of ecological civilization provides the opportunity for the comb ination of economic and environmental development.Improving regi onal ecological efficiency becomes a main way of strategy impleme ntation of ecological Fujian Province.Based on the sustainable development theory,fair and efficienc y theory,the ecological footprint theory,and literature review,accor ding to the scientific,comprehensive data and its availability,this p aper builds the index system of ecological efficiency measure on th e input and output level.The input refers to resources efficiency,outpu t mainly refers to the environment efficiency and economic value.The pa per uses DEA-Malmquist index to research the panel data from 2006 to 2015 of nine cities in Fujian province,the results indicate that Fuzhou,Xiamen,Putian and Ningde have efficient DEA ecological efficiency in nine cuties,and the rest of the five cities did not reac h the optimal level.From the point of regional distribution,the inte rior such as Sanming,Nanping and Longyan’ s ecological efficiency level far below the coastal areas such as Fuzhou and Xiamen.Overa 11,coastal areas higher than inland,this kind of phenomenon belong s to the typical club effect.From the situation of the dynamic evol ution of average ecological efficiency from 2006 to 2015 in ecologi cal civilization first demonstration area of Fujian Province,the num ber fluctuates up and down around 0.99.The overall ecological effici ency is up and down,up and down,like the movements of M type.In a short period of time,the number is expected to continue to sl ow down.By analyzing the relationship between TFP,TC and EC fro m 2006 to 2015,the paper finds the change trend of TC and TFP a re the same,TC is the main driving force of changes of TFP.On th e basis of ecological efficiency measure,the article puts forward some co unter measures and suggestions to promote ecological efficiency level i n ecological civilization first demonstration area of Fujian Province,suc h as strengthen ecological awareness,Strengthen the ecological moral edu cation,Strengthen the government leading to realize the coordinated deve lopment of region,Develop ecological science and technology,Promote t he reform of administrative system to realize social work,Optimize the in dustrial structure,Shift the mode of economic development.
