| That the report publicized in the 18th CPC National Congress put the concept of ecological civilization construction into the general framework of Socialism with Chinese characteristics and formed the "Five in One" overall layout, indicates that the CPC’s recognition of Socialism with Chinese characteristics has reached a new level. Development Strategy and the Recent Action Plan of Circular Economy which was publicized by the State Council in 2013 points out that corporations should adopt circular production mode, the industrial parks should adopt circular development mode, the industries should enhance circular relations, and we should construct a circular industrial system.The development of industrial circular economy of Fujian Province has achieved great achievements since the 21st century, but in the meanwhile there exist some problems, such as the development of industrial circular economy in different areas being imbalanced, the industrial enterprises’awareness of resource recycling demanding improving urgently, there being much room for the efficiency of resource consumption in the industrial field to improve, etc. Those problems restrict further development of Fujian’s industrial circular economy, and the idea of constructing circular industrial system proposed by the State Council provides an important enlightenment for Fujian to overcome the bottleneck in the development of industrial circular economy. This thesis studies the construction of Fujian’s circular industrial system in view of ecological civilization, and provides valuable references for improving the development level of Fujian’s industrial circular economy.Based on a review of research outcomes related to the construction of circular industrial system in and abroad, this thesis first hackles the western Ecological Ethics, Economics, Marxism, Chinese ecological view in the traditional culture, and the theoretical innovation of ecological civilization in the report publicized by the 18th CPC National Congress, probes concepts related to the construction of circular industrial economy, explains Theories of Ecological Industrial Chain, Theories of Industrial Clusters, the General System Theory by Bertalanffy, theories related to the development mode of circular economy, summarizes the guiding significance and concrete application in the construction of circular industrial system, which provide theoretical basis of constructing Fujian’s circular industrial system. Secondly, this thesis applies both the document analysis method and the survey study method, analyzes practical basis and the internal and external environment of constructing Fujian’s circular industrial system, and then describes the basic framework from several aspects such as guiding ideology, basic principles, overall objective, and the construction of the system. Thirdly, this thesis applies case analysis method, does a empirical study into constructing Fujian’s circular industrial system with the non-ferrous metal industry as an example, expounds that enterprises should adopt the circular production mode, industrial parks should carry out the circulation reform, industries should promote circular combination, and the society should make solid progress in the construction of a more resource-conserving and environment-friendly society. Finally, this thesis comes up with the supporting measures from several aspects such as organizational guarantee,information assurance,policy guarantee,technical guarantee, fund guarantee,human guarantee, etc. |
