Research On The Problems And Countermeasures Of Landless Peasants' Re-employment In The Laocheng Open Economic Zone

With the rapid development of industrialization and urbanization in China, the development of various types of development zones and the expansion of the scale of land use is rapid too, more and more land especially agricultural land change into construction land, the related problems of landless peasants are becoming more and more obvious. Land expropriation compensation is able to greatly improve the living conditions of landless peasants in the short term,but the long-term survival of landless peasants rights and interests protection, still need to re employment to achieve. However, due to the influence of many factors, part of the land lost farmers facing no land, no job, and no social security, the image is called "three noes farmers". Laissez faire the expansion of vulnerable groups, will inevitably lead to social conflicts increasingly intensified. Based on this, it is of great practical significance to study the re employment of landless peasants and put forward corresponding countermeasures. In this paper, take the Laocheng development zone as an example, in order to put forward constructive solutions through research, to provide ideas to solve the Laocheng Development Zone landless peasants re employment,and may provide some useful reference for other areas of landless peasants .This paper is divided into five parts. The first part introduces the research background,research significance and the status quo of domestic and foreign farmers' re employment.The research on the landless peasants is still in the initial stage in our country, many of which focus on the level of government response, and do not involve the internal mechanism. Both at home and abroad for the landless peasants have given much attention,because of the difference of basic system of property rights system and the national conditions and the experience of foreign countries is not much, solve our peasants re employment problem,but also need more consideration of actual conditions in China. In the second part, it mainly introduces the theoretical knowledge of re employment of landless peasants, including the theory of human capital,the theory of employment and so on. The third part, taking the Hainan Laocheng Open Economic Zone as an example,briefly introduces the development of re employment of landless farmers overall situation,the main ways of employment and re employment, based on analysis of specific situations and cases in the investigation of landless peasants, deeply analyzes the existing problems and reasons, and then elaborates the necessity of landless peasants re employment. The fourth part on the basis of the above analysis, put forward the solution: on the one hand,focus on improving farmers inherent quality, on the other hand, from the system construction, the external policy adjustment of the re employment assistance,Neiwaijianxiu, effectively solve the problem of landless peasants re employment. The fifth part is the summary of the full text, a brief description of the research conclusions, the innovation of this paper and the existing problems are explained.
