| The pilot free trade zone is a major national strategy personally planned,deployed and promoted by the General Secretary Xi.It is also a major decision-making deployment of the CPC Central Committee and the State Council to explore new paths and accumulate new experience for comprehensively deepening reform and expanding opening up.Customs supervision is an important part of the innovative development of the Free Trade Zone.Its main purpose is to simplify the customs supervision process in international trade,reduce the administrative costs of institutionalized enterprises,and facilitate the free flow of cross-border goods and services.However,after nearly 10 years of development,there is currently no relatively complete set of evaluation indicators for customs supervision efficiency in the Free Trade Zone,and research on this topic mainly focuses on theoretical studies.Therefore,this thesis takes the Chongqing Free Trade Zone as the research object and attempts to construct a set of evaluation indicator system for customs supervision efficiency,analyze the supervision situation,identify existing problems,analyze the reasons in depth,and propose feasible decision-making strategies.Starting from the customs supervision in the Free Trade Zone,and combined with the specific functions of customs and the actual situation in the Free Trade Zone,this study selected indicators that are rich in content and can reflect the actual situation in the Free Trade Zone.The indicators are relatively independent and form a system of 4criteria levels,13 state levels,and 32 specific indicators.The corresponding weights were determined through the Analytic Hierarchy Process,and the weight data was obtained from four rounds of feedback from 11 industry experts.Finally,300 questionnaires were distributed,and the fuzzy comprehensive evaluation model was used to evaluate the customs supervision efficiency in the Chongqing Free Trade Zone.The results show that the customs supervision efficiency in the Chongqing Free Trade Zone is at a good level,and the performance is relatively good,which has also been recognized by external feedback.However,there are still some problems,such as the unsatisfactory effect of safety and control,unclear performance of supervision,insufficient development of smart customs,and inadequate external feedback.Through in-depth analysis of the problems and combined with the actual situation,this study proposes 18 specific measures from four aspects: optimizing the supervision process,improving the business environment,enhancing risk control level,and serving the development of emerging industries and cultivating innovation.These measures are targeted,feasible,and specific,and are expected to provide some reference and thinking for the improvement of customs supervision efficiency in the Chongqing Free Trade Zone. |
