Research On The Issue Of Agent Construction System Of Government Investment Projects In China

Since the reform and opening up,especially asthe new century coming,China's government investment projects continue to increase investment.The number,scale and complexity of engineering construction projects are significantly more than previous.However,affected by various objective factors,the government investment project management in China still stays at the primary stage.In order to improve the efficiency,effect and the integrated management level of government investment projects,agent construction system mode of government investment project arises at the historic moment.The agent construction system of government investment projects in China will be explored and studied.Through the paper,it is hoped that operation status details of China Construction Agent System will be researched.The existing problems and reasons to them will be analyzed,so that relative suggestions can be provided to china's government investment projects.In this paper,the use of data query,comparative analysis and case analysis to carry out research.First of all,some basic concepts and running conditions of agent construction system are introduced and analyzed.The basic theory of agent construction system is analyzed,and the experience of foreign agent construction management mode is used for reference.Secondly,it compares the implementation of the agent construction system in our country and enumerates some issue existing in the government investment project,so as to analyze the deep reason of the problem of the agent construction system of the government investment project.Finally,based on the previous problems and reasons analysis,combining the actual situation in the implementation process of the current Chinese government investment project agent construction system and the problems in the implementation of agent construction system in the implementation of the comprehensive improvement of the old district in the unit of the city,some suggestions are proposed as follows,so that useful references can be provided to solve the problems of the government investment project agent construction system.First,put forward to establish and perfect the system of agent construction management mode and related laws and regulations.Second,implement the standardized management of the agent construction market.Third,to build and perfect the various contractors communication consultation mechanism.Fourth,improve incentive mechanism and restraint mechanism.Fifth,implement the system of life-long responsibility system and accountability.
