Current Situation And Countermeasures Of Land Consolidation Project Management In Haikou

Since the reform and opening up, the land consolidation work in China has been rapid developed. At present, China' s economic and social development has entered the stage of balancing the urban and rural development. Land consolidation has become a major national strategy as an important measure to maintain the cultivated land, raise the quality of cultivated land, ensure national food security, coordinate urban and rural land allocation and promote new rural construction. In recent years, the state has continuously strengthened the investment in land consolidation, local governments have paid high attention to the land consolidation, and the broad masses of people are gradually aware of the significance and importance of land consolidation projects. The land consolidation project management has become an important part in the daily work of the land and resources departments, but also an important task of local governments. However, the current land consolidation project management system in our country is far away behind the current rural economy and can not be well adapted to the rural land system or meet the requirements of land consolidation. The related laws and regulations,management models and systems, management tools, implementation procedures and technical standards of land consolidation project management are to be further amended and improved. Therefore, it is of great practical significance to study the reform of the land consolidation project management system, which is conducive to the smooth implementation of the land consolidation project in order to achieve good expected benefits.In this paper, took the land consolidation project management as the object of study, firstly described the concept of land consolidation, summed up the foreign land consolidation project management which can be learned from.On the basis of summarizing the current land consolidation project management laws, regulations and management system in China, pointing out that China, s land consolidation has many problems. For example, short of the awareness about land consolidation, the goal is single, lack of public participation in the implementation process, coordination and co-ordination is not in place and so on.Secondly, took the major project of land consolidation in Nandu River Valley of Haikou in Hainan Province as an example, this paper analyzed the current situation of land consolidation in Haikou. Through the field investigation, visit and discussion, data analysis, summed up that there are many problems in land consolidation project management of Haikou. For example,the design changes frequently, the farmers resist workers, the durations lag,and the overall function can not display well enough. The root cause of these problems is that the land policy is not perfect, the public participation is low, the project planning and design is not in place, the management system is not perfect, and the land circulation is difficult. Therefore, it is proposed to improve the public participation, improve the legal system of land consolidation, strengthen the project feasibility study and planning, improve the management structure, explore the land consolidation project management system, strengthen the industry management, accelerate the reform of the land system to improve and innovate the land consolidation project management system in Haikou so as to find a way out in land consolidation.
