Research On Confirmation Of Land Contractual Management Right In Jilin Province

According to the data of National Bureau of Statistics,the total grain output of Jilin Province is 37.172 million tons in 2016,merely lagging behind Heilongjiang Province,Henan Province and Shandong Province and ranking fourth in China.The output of grain per hectare is 7402.4 kg continuing to rank the first.Jilin Province is worthy of the name of major grain producing area in China.At the same time Jilin Province corn belt,the United States corn belt and the Ukrainian corn belt are known as the "World's three golden corn belts",so Jilin Province is in a strategic position in China's food security.Land is the first element of agricultural production and the most important factor of agricultural development.And it is also the first factor to achieve the modernization of agriculture.Reasonable land property rights system is conducive to agricultural development and strict protection of rural collective property rights system can promote rural agricultural development.Therefore it is necessary to carry out the work of confirmation of land contractual management right.At the same time,the degree of confirmation of land contractual management right of Jilin Province is related to the land circulation,urbanization development and the cultivation of new type body of grain of Jilin Province.It has strategic significance for agricultural development of Jilin Province.However,the proportion of the confirmation of land contractual management right of Jilin Province is not that high,which seriously affected the land transfer and agricultural development.China released the annual "No.1 Central Document" in 2013 and proposed to basically complete confirmation of land contractual management right and solve the problems of inaccurate area and unclear boundary of contracted land in 5 years.Jilin Province,as a famous agricultural province of China,became the first batch of confirmation of land contractual management right pilot region in 2009 and the second batch of confirmation of land contractual management right pilot province within the scope of the province after Shandong,Anhui and Sichuan Province in 2015.As of 2016,the target of confirmation of land contractual management right of Jilin Province is to complete 30% while the work is relatively slowly.In 2014,Meihekou and Gongzhuling are chosen to be the first batch of confirmation of land contractual management right pilot region of Jilin Province.The government hopes that through such measures a positive example can be given.It has played the role of revitalizing the rural capital,promoting the land circulation and accelerating the development of the rural economy.Till 2016,the confirmation of land contractual management right of Meihekou and Gongzhuling has been completed through two years' effort,which has the model significance for Jilin Province.This paper aims to excavate the existing problems in the process of confirmation of land contractual management right through the questionnaire survey of Meihekou and Gongzhuling,and use the analytic hierarchy process to analyze the existing main problems of confirmation of land contractual management right of Jilin Province.By interprovincial comparison on solutions to existing problems,countermeasures and suggestions which are suitable for Jilin Province can be summarized,which can promote the development of confirmation of land contractual management right smoothly,accelerate the development of rural economic.In the meanwhile,it is expected to have reference function for confirmation of land contractual management right for other areas and promote development of rural economy better.
