Research On Problems And Optimization Paths In The Confirmation Of Land Contract Management Rights

The determination of rural land contractual management rights is a basic work to improve the basic rural management system,protect farmers ’land rights,promote modern agricultural development,and improve the rural govrnance system.At present,although the work of confirming the rights of rural land contractual management rights across the country has been basically completed,reviewing this work is time-consuming and arduous,and it has been difficult and tortuous along the way.The remaining conflicts and disputes still need to be resolved.Based on this background,through scientific research methods such as the literature method and questionnaire survey method,this paper goes deep into the survey and research of various counties and cities in M city to truly understand the implementation and completion of the work of confirming the right to rural land contractual management rights in each county and city.Situation,and then analyze and summarize these situations,and find out the major and difficult problems in the confirmation work,so as to propose effective solutions and optimization paths that have been tested and tested in parallel.From the analysis of the situation of land rights confirmation work in M city,this study shows that the current problems in land rights confirmation work are mainly reflected in the following aspects:farmers’ awareness is not high,the degree of participation is low,the company’s ability to confirm rights is not enough,and there are many business problems,Deficiencies in government management,policies and regulations,and long-standing contradictions in various land disputes.In order to solve these problems,the author,through in-depth practical analysis,integrated the three main subjects of farmers,rights confirmation companies,and government agencies to improve farmers ’awareness,improve farmers’ cultural level,strengthen the selection and supervision of rights confirmation companies,and introduce market multi-institution cooperation,construction Efficient government management mechanism,perfect relevant land laws and regulations,and promulgate implementation measures tailored to local conditions,and put forward targeted countermeasures and suggestions.It is expected that the above countermeasures can better solve the various problems in the current land rights confirmation work,and provide a reference value for the establishment of a solid foundation for rural social harmony and stability and steady economic development and the formulation of related land policies.
