With the advent of economic globalization,enterprises around the world,both small and medium-sized enterprises and large and medium-sized enterprises,will encounter more and more severe competition at home and abroad,many enterprises was defeated in the war,especially a large number of small and medium-sized enterprises in China,and even a bit of new three board enterprise.In 2006,in order to solve the problems of the high-tech enterprises financing difficulties,to create a "new three board" in our country,make these into the market the enterprise won the "new three board" a slice of life,but,if you want to develop the new three board enterprise,still faces a great challenge.Now with the rapid development of W company,its management level is low,the problem of insufficient staff efficiency emerging,currently W company urgent need to create a set of performance management system can be used to improve the management level of enterprises,improve the low efficiency of employees,can make the enterprise long-term development.The author through the practical work in W company,using the method of questionnaire investigation,interview,combining with the relevant theory of performance management on the basis of the analysis of,the new three board enterprise W an insight into the company,discovered the problems existing in the current performance management system of W company,including the performance as index system of performance management,performance management,design consideration is not comprehensive,lack of criteria for performance management implementation,staff returns its value created serious discrepancy,inadequate communication between higher and lower levels,lack of department of performance management,lack of quantitative indicators,affect employee motivation,improper evaluation mechanism,the responsibility is not clear.According to the actual situation of W company,combined with the balanced scorecard,the weighting factor method,a key indicator analysis tool for the new three board companies such as W company designed a set of strategic oriented,the balanced scorecard as the core of performance management system,and expounds the content of the performance management system,including the construction of strategic map,strategic target decomposition,determine the weight of performance,the setting of progress review.
