On the background of State-owned enterprise reform,since September 13,2015,the CPC Central Committee and the State Council have issued the "CPC Central Committee and State Council Guidance on deepening the reform of state-owned enterprises”,The state-owned enterprise reform has entered a new stage.Since the financial crisis in 2008,China's economic development has entered a new normal,the economic growth has changed from high speed to medium speed,and the prices of most industrial products has fell sharply in global,including coal products.The domestic coal industry has come into the period of deeply adjustment for cutting excessive industrial capacity.Facing such severe economic situation and market situation,coal enterprises needs to consider how to solve problems and promote reform,and also find a successful way of sustainable development,which is the most urgent problem for Panzhihua coal Co.Ltd.Panzhihua coal Co.Ltd was founded in 1964,and then the local administration took over it in 1998,since then,Panzhihua coal Co.Ltd changed from planned economy to market economy.From the coal enterprises difficult position in the end of last century,to the coal golden ten years of development,and then to the current coal industry overcapacity,coal enterprises lost a huge sum of money for 5 consecutive years.Panzhihua coal Co.Ltd has achieved diversification development,but still facing many difficulties,such as low efficiency,excessive employees,heavy historical burden,poor financial situation and rely too much on bank loans and other debts.In the background of the New Normal,how to seize the opportunity,understand the situation,grasp key problems,develop effective strategies for enterprises,achieve survival of the fittest and accelerate enterprise upgrading and transformation,which is the key to success.This paper deeply analyzed Pzh coal Co.Ltd's History and present situation,internal and external environment,advantages and disadvantage by using strategy management theory,Potter five forces model and SWOT analysis.Also,this paper summarized Pzh coal Co.Ltd's competitive strategy of core competence,and explained its development goals from enterprise management,structural adjustment and enterprise culture areas etc.At the same time,helping enterprises make strategic choices in business development strategy,capital operation strategy and cost priority strategy areas and improving corporate governance structure,implementing comprehensive budget management,establishing financial control systems and protection of human resources.The purpose of this paper is to provide a reference for the company's strategic management,industrial upgrading and transformation through the research on the development strategy of Pzhcoal Co.Ltd.
