Compared with the developed countries,China's high-tech enterprise development level is still very low,the overall operating efficiency is not ideal.In the case of insufficient scientific and technological resources,How to make better use of limited resources to maximize the development of high-tech enterprises,many scholars have been committed to the study of the problem.This article from the high-tech enterprise technology innovation system,to enhance the efficiency of enterprise technology innovation as the goal,The efficiency of technological innovation system,the efficiency of technological innovation,the influence of system synergy on the efficiency of technological innovation and the influence of the technological innovation on the efficiency of technological innovation are analyzed by using the complex system coordination model,the two-stage hyper-efficiency DEA model,the panel data regression and the stepwise regression method and the differences between the theoretical and empirical analysis.The study argues that it is theoretically necessary to solve the problem of technological innovation efficiency of high-tech enterprises through technological innovation system,which is practical in practice.This paper analyzes the synergy of high-tech enterprise technology innovation system,it is pointed out that the synergistic degree of technological innovation system of high-tech enterprises is improved steadily,but there is a big difference between different industries,among which the aerospace manufacturing industry fluctuates greatly.In the analysis of the efficiency of technological innovation system of high-tech enterprises,it is found that the efficiency of technological innovation in high-tech enterprises has increased,but it is still not stable.The inefficiency of early technological innovation is mainly due to the lack of technical research and development efficiency.The industry's technological innovation efficiency has a certain growth,but there are also some fluctuations,including computer and office equipment industry,the largest fluctuations.After the article,the paper uses the panel data regression method to study the influence of the order degree of technological innovation system and the system synergy degree on the technological innovation efficiency of high-tech enterprises.It is determined that the orderly development of R&D system has significant effect on the technology development of high-tech enterprises Positive to promote the role of technical innovation auxiliary system plays a certain regulatory role.In addition,the higher the degree of synergism in the technological innovation system,the higher the technological innovation efficiency of the high-tech enterprises as a whole.At the same time,this paper uses the stepwise regression method to analyze the difference between the industry.The results show that the impact of the synergistic development of technological innovation system on the efficiency of technological innovation in different industries is different in different industries.Based on the analysis of technological innovation system coordination,technological innovation efficiency,panel data regression and stepwise regression analysis,this paper gives the construction of cooperative resources,constructs diversified science and technology investment system,enhances technology research and development ability,and takes the technology application innovation,Rational R&D resources investment,speed up the establishment of R&D institutions,effective identification of synergistic elements of resources,moderate choice and a series of effective policy recommendations.
