A Study On The Role Of Changchun City Government In Shanty Renovation

Shantytown Renovation is a people-benefit project which has significant social influence.It is conductive to keep steady growth,take structure adjusting and promote reform.It helps to push the local economic development.Furthermore,it also facilitate the construction of socialism harmonious society.With the continuous development and utilization of urban land,Shantytown Renovation gradually becomes the focus of urban development and construction.The fact that Shantytown Renovation is one of the most concerned about,most direct,and most realistic benefit problem of the mass people makes it of great significance in the socioeconomic field.In May 2005,the State Council held a pilot work meeting on the Local Coal Shantytown Renovation in Northeastern China in Dalian City.The meeting gave a special attention to the policy of the Shantytown Renovation and solved the most realistic housing problem concerning city's low-income groups.These acts got the thumbs-up from all walks of life.At the same time,Changchun City Government seriously carried out the policy of the Central Committee of our Party on one side,and on the other side,the government also improve work level actively and orderly on the basis of the reality of local region,since the implementation of the Shantytown Renovation Work,.The government not only made the corresponding achievements,but also suffered some work bottlenecks.This dissertation,based on abundant data and detailed analysis,focus on the problem analysis of Shantytown Renovation from the perspective of the role of the government.The study takes the role of government as the core,targeted to put forward some solutions and recommendations.Generally speaking,it contains five sections as follows:The first part is concepts and theoretical preparation for analysis of Shantytown Renovation and the role of government.Based on literature study and logical analysis,this dissertation defines the core concepts,such as Shantytown,Shantytown Renovation and the Role of Government.Then clear several important relevant theoretical analysis tools,which is conducive to the initial grasp of what role ought to be play for government in the Shantytown Renovation;The second part mainly narrates and analyzes the status quo of Shantytown Renovation in Changchun city,Jilin Province.By systematically explaining the historical background and the root of the formation of the Shantytown Renovation in Changchun City,with detailed data presentation,analysis and support,from the vertical depth and horizontal breadth,this dissertation enhances the validity of the content and the reliability of the relevant conclusions,and further highlights the grim situation of Shantytown Renovation in Changchun City;The third part emphatically discusses the five key issues in which the role plays by the government on Shantytown Renovation in Changchun City.These issues can provide targeted guidance for the path choices of problem solving;The fourth part shows the successful experience of the Shantytown Renovation in other areas of China.With the analysis of the successful cases of Shantytown Renovation in Chengdu,Fuxin,Changsha and Harbin,we can get some important experienced enlightenment with the principle of adaptation to local conditions,so as to further explore the applicable renovation road for Changchun City;The fifth part comes back to the path choices of the Changchun City Government in the work of Shantytown Renovation.Based on the five key issues that faced by the Changchun City Government mentioned above,combined with other domestic cities' successful practice experience,this dissertation put forward five aspects of the improving measures and suggestions.Only by doing a five-in-one coordination in practice,can government play a good role in Shantytown Renovation,and thus promote the society harmonious,stable and developed.
