The Role Of Government In The Transformation Of Villages In The Study

The urbanization is the inevitable trend in world development, government played an important role in urbanization development. But "village within city" is the phenomenon which appeared under special national condition of Chinese city and countryside dual system, "village within city" brought a series of economic and social questions, which restricted sustainable development of the urban, and hindered urban modernization advancement in the process. Government, as a town planner and superintendent, to large extent whether solved the reformation of "village within city" to relate to Chinese urbanization advancement. Then, this paper will focus that what Government in the end should take and what kind of work should do in reformation of Village Within City.It analyzed and studied the necessary of reformation of village within city, three kinds of transformation bodies of characteristic of the government, the developer, the village collective and official organization. This thesis proposed that government played role as a planner, guide, service provider and supervisor in reformation of village within city, government should undertake the authoritative function of organization, plan, guidance, service and surveillance.In this paper, analysised and elaborated the different roles undertaken and the division of labor situation in reformation of village within city between central government and local government, municipal government and district government. Central government is mainly responsible for the establishment of perfect regulations to achieve the goal of maintaining fair; municipal government is responsible for overall planning establishment, concrete policy measure formulation, transformation plan determination and construction, propaganda, instruction, supervising of municipal administration facilities etc.; District government is responsible for implementation of transformation work specifically; an application for reformation of village within city should be completed by village collective, although it's not authority, it can exercise corresponding responsibility.In view of the Local authority role dislocation, this article analyzed the reasons that the government should not control all matters about reformation of village within city, as a non-profit organization, Government or any person should never obtain benefits through "operating land" , competing with people for material benefits. It proposed approach of correcting local government role dislocation to protect the legitimate interests of indigenous villagers as fundamental start point, to regulate government power and expand the extent of public participation .This article took Xi'an reformation of village within city as an example, showed that which role government should play , guide, serve and supervise in Xi'an reformation of village within city, expounded the function in Xi'an reformation village within city and some concrete practices, and proposed: to standard land policy, to control increase incremental land development; to standard government act, to do well in compensation for demolition; strict construction surveillance and compliance function; to perfect further construction of related laws and regulations.Finally, this article proposed that ultimate goal is proceeding to transform village within city to avoid new villages within city producing, so settled the problem of village within city. First of all, to start from the system and implement city and countryside integration management; second, to establish strict, scientific urban development plan, to properly solve the housing problem of non-native population, to strengthen the concept of transformation of the villagers, to actively promote the employment and perfect the resident's social security system. Government must take safeguarding fundamental interests of the majority of people in village within city as foundation, to fully exert government effect, to contribute to the promotion of reformation of village within city in the proceed smoothly, to promote transformation from villagers to city people, to promote the development of the urbanization process.
