Research On Critical Success Factors Of PPP Model In The Construction Of Pension Institutions

PPP(Public-Private Partnership)model is a new type of cooperation between risk and benefit sharing,which is jointly established by the public sector and the private sector to provide public services and products to better meet the needs of the public.At present,PPP mode is widely used in the field of infrastructure construction,and Chinese society is faced with the pressure of population aging the reality,and pension mode also need to be changed,so the application of PPP model in the construction of pension service institutions has created a new pension.However,the majority of China's PPP project can not achieve the desired results,and only a small part of the PPP project can run properly,and the reason is that there are still a series of problems,such as unreasonable capital structure,imperfect supervision mechanism,and so on in the implementation of the PPP model of the pension institutions in China.Once the failure of the implementation of the PPP model of the pension institution construction,it will cause a series of social problems such as the loss of public property,the waste of social resources and the instability of social order.Therefore,the research on critical success factors of PPP mode in the Construction of Pension Institutions has certain practical value and theoretical significance.It not only conducives to the effective allocation of social resources,but also provides the theory reference for the construction of PPP model of pension institutions successful control and implementation.In this paper,the key success factors of the PPP model of pension institutions are obtained by literature analysis and summary,data acquisition and mathematical analysis.Based on the relevant PPP model theory and the key success factors theory,33 successful factors are identified from the perspectives of government departments,pension institutions and project participants.On this basis,the author designs a questionnaire about the key success factors of the PPP model of the pension institutions.Before the formal release of the questionnaire,some inappropriate choices were excluded,and at last the relatively perfect questionnaire survey was carried out.A total of 170 questionnaires were issued in the pension institutions,government departments and item company,recycling 133 valid questionnaires.Through collecting and analyzing the data,the paper gets 16 key success factors of the PPP model of the pension institution.Through factor analysis and regression analysis,16 key success factors are divided into 9 categories: social environment,the strength and credibility of public and private sectors,project financing and development management,and it validates and refines the original classification.Finally,the paper summarizes and analyzes the key success factors of the PPP model of pension institutions.This paper puts forward some valuable suggestions for the implementation of the PPP model in the construction of pension institutions,and provides the basis and reference for the research of PPP model theory and key success factors by the analyzing of the research conclusion.
