Study On Problems And Solutions In Accelerating Development Of Two-oriented Society In Yiyang City

Constructing a two-oriented society(resource-saving and environment friendly society),which is proposed in view of our national conditions,is a significant strategic goal of building a well-off society in an all-round way and an essential means of achieving sustainable development.The 18 th Party Congress highly valued the Ecological progress to the strategic level of the overall approach,Five in One,and required to strive for green,circular,and low-carbon development.During the 3rd Plenary session of 18 th CPC central Committee,ecological progress with the core concept of ‘two-oriented society’ hit the bright spot again.The Changsha,Zhuzhou and Xiangtan two-oriented society construction comprehensive reforming pilot area is an important front of constructing the national two-oriented society.As a symbolic city of the 3+5 Urban agglomeration of Changsha,Zhuzhou and Xiangtan,Yiyang is responsible for immigrating the people from the Changsha,Zhuzhou and Xiangtan two-oriented society construction comprehensive reforming pilot area and urbanizing the central region.In recent years,Yiyang has strengthened the two-oriented society constructing guidance,highlighted the pragmatic developing,focused on the grass-roots penetration,promoted the two-oriented society construction in a vigorous manner,and achieved a stable economic development and social harmony.This study aims at studying and solving the problem of promoting the development of Yiyang two-oriented society.At first,a comprehensive review on the domestic and foreign research ontwo-oriented society has been conducted.The connotation of two-oriented society and the necessity of developing the two-oriented society,and relevant theories has been discussed.This study describes the current situation of the development of "two-oriented society" in Yiyang from the aspects of economy,resource conservation and environmental protection,and analyzes the existing problems in its development process.In addition,a delicate description on the status quo of two-oriented society construction from both domestic and international areas has been provided.Lastly,several suggestions have been proposed from five predominant perspectives,namely: economic policy;adjustment of industrial structure;saving resources;environmental protection;and governmental guidance.These advices should be able to facilitate the developing of Yiyang two-oriented society in an effective and efficient manner.
