Road Construction And Development Project Planning And Design Based On The Theory Of Circular Economy Under Study

The contradiction between the economic development and the shortage of resource, pollution and population, which is a big difficult problem faced by human being especially for developing countries. Under the traditional linear economic model of "resource-product-rubbish-pollution", when the population becomes the main parts of the contradiction, pursuing in the high-speed economic development will become the social value, and it will result in accelerating the consuming of resource and sacrificing the biological environment; however, as the shortage of resource, pollution threaten the survival and development of human being, then resource saving and environment protection become the main selected value, sacrificing the economic development is inevitable. So the economic development sinks into dilemma. After 90s last century, USA, the theory of circle economy was popular with all over the world after Germany and Japan introduced circle economy and succeed. Highway projects create huge economic benefit in the post decades, simultaneously bring with high pollution, high consuming and so on under traditional model of economic development. This research introduces the theory of circle economy to guide the plan and design of the highway project under the background of developing circle economy. It illustrates the necessity and feasibility of introducing the theory of circle economy through analyzing the current station of plan and design of highway projects, and proposes the ways of plan and design of highway projects under theory of circle economy. At last, this research analyzes the plan and design of Baolong highway. The objective of this research is to research how to guide the plan and design of highway projects by using the theory of circle economy in order to decrease the resource consuming, lessening environmental pollution and keep sustainable development.
