Research On Reform Policy And Suitability Of Opencast Mining Land Management

The contradiction between the increasing demand for mineral resources and the inadequate allotment of land for mining is becoming increasingly obvious.Developing a reasonable system for the allotment of mining land is the solution to this problem.An effective and reasonable way of supplying mining land has been devised according to the actual demand.Driven by the contradiction between "demand for mineral resources and the inadequate allotment of land",the government carried out the pilot reform of mining lands.In some mining areas,it implemented reform of the way of allotting mining lands.Based on the study of the systems and policies of allotting mining lands,this paper summarizes the problems in the allotment mode and discusses the application scope of the allotment mode,and puts forward some policy suggestions on reforming the systems of land allotment.This is of great significance to the development and utilization of mineral resources in China,the rational allocation and sustainable utilization of land resources.Firstly,this paper distinguishes between the concepts of mining land,reform of mining land and temporary land Then it describes the inspiration drawn from the theories of property right economics,sustainable development,economical and intensive utilization and ecological civilization.Combined with the current systems of mining land allotment,it points out the problems in acquiring and exit from the mining land of strip mine.With the problems that urgently need to be solved,the paper carries out an analysis of the policy of reform in open pit mine,and analyzes the benefits brought by the reform such as improvement in efficiency,increase in economic benefits,helping improve the people's livelihood,and improvement of the ecological environment,thus showing the urgent need for reform in open pit mine.Secondly,it explores the factors influencing the realization of reform in open pit mine.Through the systematic study of "stripping-transport-dumping-reclamation",the article analyzes the factors influencing the progress of mining,reclamation period at stages of stripping,transport and reclamation,thus providing evaluation criteria forthe next-step pilot promotion of approved policies.By reviewing the progress of the approved pilot reform in the open-pit mine,and the impediments in pushing through the pilot reform learned from field research,problems in reforming the systems in open-pit mine will be summarized.Based on the integrated process of "mining stripping-transport-dumping-reclamation",the paper will discuss the problems in reforming the ways of allotting the mining lands,screen the main influencing factors,analyze the applicability of the pilot areas,and provide data support for the scope of application of the pilot reform of mining lands.Finally,according to the problems in the implementation,it will put forward policy advice to consummate the reforming policy in open-pit mine.
