With the present development of international railway corridors, Asia and Europe continents collaborate on behalf of the international railway Cooperation Organization, the United Nations Economic and Social Commission for Asia and Central Asian Economic Cooperation Organizations to actively plan for a railway corridor that connect Asia and Europe continents. Due to the efficiency, safety, and energy conservation feature of the railway transportation, Asia-Europe railway, in its future growth, will have better prospects for development.At present, many pieces are missing in the plan by all organizations that are involved in the international railway transportation, missing links include lacking of routes and corresponding railway basic infrastructure. The absences of such existence significantly affect the start and operation of international railway transportation. Lack of research and planning on construction time sequence is also a urgent issue faced by international organizations.Five major factors affects the research planning evaluation of international transportation railway, which include economic, social, international influence,environmental, and technical factors. This research done mainly adopts combination of quantitative calculation method and expert experimental method to understand to evaluate the model using the five major factors above. Taking CAREC railway corridor as an example, in the case of limited technical and economic data, a reasonable and operable evaluation index model is established by using quantitative and qualitative analysis method, Based on preliminary research on CAREC project construction planning, and ideal result is reached.
