This paper uses Putnam's Two-Level Game Theory to analyze the approval of IMF reform program of US in a two level way.According to the Two-Level Game Theory,IMF2010 reform process of the United States can be broadly divided into international and domestic levels,International game is the process of the international community to exert pressure on the Government of United States.Mainly around the international community(G20?representatives of emerging-China?IMF)put pressure on the US Government to ratify the IMF reform program.Domestic game is the process of US to win Congessional approvement.Mainly US Government requests the Congress to approve IMF reform program.Through the two levels in the game,understanding of effects of IMF reform program approved by Government of the United States in the process of interaction between domestic and international factors in-depth.This paper firstly sorts out the Two-Level Game Theory,After the introduction of the IMF2010 reform program of background,content and process.And on this basis,this paper will study on foreign and domestic factors of IMF2010 reform program approved by Government of the United States according to Putnam's Two-Level Game Theory' analysis framework.This will contribute to the knowledge and understanding for American-led international financial system reform of internal relations,in particular the influence of the situation of US.Meanwhile,this helps us comprehensively grasping and understanding of the influencing and a dynamic process of American foreign policy.Meanwhile,the paper studies have show that the Two-Level Game Theory provides a more appropriate framework for understanding the interaction between domestic politics and international politics.
